The OECD organises annual expert workshops on topics related to measuring regulatory performance. Past meetings have focussed on developing an evaluation framework for regulatory performance (Madrid 2011), on the use of perception surveys (Istanbul 2010) and on indicators of Regulatory Management Systems (London 2009).
At this workshop, delegates and experts will discuss best practice implementation of the Recommendation and how to benchmark progress over time.
This workshop aimed to share approaches and techniques for measuring compliance costs and to identify strategies for cutting regulatory costs that contribute to re-boosting growth and to delivering improved welfare outcomes.
This OECD expert meeting addressed two key policy issues: How can countries demonstrate that investing in their systems for regulatory policy and management delivers improvements to their economies and societies? How can they identify further investments in better regulatory policy to yield the highest dividends?
The aim of this workshop was to explore how countries can integrate two key concepts of regulatory reform policy: a) a user-centered attitude towards businesses and citizens and b) the need to incorporate evaluation into the regulatory reform policy cycle.
This workshop offered an opportunity to take stock of the work on regulatory management indicators and discuss the results as well as highlight the contribution of indicators to policy making. It also offered an opportunity to discuss output and performance measurement issues and briefed participants on indicator methodology.
