The More about the OECD Eurasia Competitiveness Programme and governments from the South Caucasus and Ukraine (SCU) launched a regional initiative to increase competitiveness and attract investment. The launch took place at a Ministerial meeting at the OECD Paris headquarters on 1 April 2009.

This initiative has the following objectives:

increase investment, competitiveness and private sector development by helping countries design and implement policies to improve the business climate and encourage regional cooperation where necessary

share OECD good practice and experience

support countries in discussing and sharing their own good practice and reform experiences

assist governments in developing policies to support local business and attract more foreign investment
OECD tools will help to identify and remove barriers in such important policy areas as investment climate policy and promotion, business finance and human capital formation.
