Promoting better business regulation in South East Europe through more parliamentary involvement

Sarajevo, 22 October 2009

Policy makers and experts from South East Europe (SEE) and OECD gathered at the Regional Cooperation Council (RCC) Secretariat in Sarajevo to streamline co-operation between parliaments and legislative branches in order to develop a more attractive and competitive business environment in SEE.

The debate took place in the framework of the Working Group on Regulatory Reform of the OECD Investment Compact for South East Europe, co-organised with the RCC Secretariat, based on the preliminary results of the OECD’s assessment of country performances in economic reform legislation, the Investment Reform Index 2009.

Special focus lay on increasing involvement of SEE parliamentarians in the design of business regulation by:

  • improving standards of regulatory practice that are harmonised with the EU's acquis communautaire
  • enhancing dialogue between parliaments and government
  • co-ordinating targeted skills and capacity development for participants in the legislative process
  • increasing co-operation with civil society and the private sector
