This working paper sets out lessons from emerging markets for EU assession countries.
Low incomes and high unemployment in rural areas are issues of concern to policy makers in all countries. These issues are particularly pronounced in the Baltic countries, which have recently emerged from a particularly gruelling transition process and are preparing for their integration into the EU.
The paper presents the results of a survey on the Baltic States’ experience with intragovernmental co-ordination and consultations with domestic stakeholders carried out in preparation for multilateral negotiations on trade in services.

This book presents a method to develop financing strategies for investment-heavy environmental infrastructure, such as urban water supply, wastewater collection and treatment, and municipal solid waste. The strategies, supported by the FEASIBLE computer model, were developed in several countries of Eastern Europe, Caucasus and Central Asia (EECCA), in EU accession countries and China.
