This background report is one of a series of papers prepared by countries participating in an activity of the Organization for Economic Cooperation and Development (OECD), “Attracting, Developing and Retaining Effective Teachers.” The focus of the country background reports is on the aspects of teacher policy that deal with how to attract, recruit, develop, and retain effective teachers. Using a common analytical framework developed by the OECD's E-Government Project, this report is the first in a series of national e-government reviews that will look at ICT use in government and its implementation challenges and governance implications.
