    Policy Advisory Systems - Supporting Good Governance and Sound Public Decision Making

    Governments face increasingly complex, dynamic and ‘wicked’ challenges that require new policy solutions. To help them understand and respond to these challenges, policy makers often rely on evidence from advisory bodies operating at arms' length from government. This report provides a comparative overview and analysis of the important role played by these bodies in public consultation and decision making. It is based on a survey of policy advisory systems in 17 countries and a series of qualitative interviews. The report examines the institutional set up of such systems, and the role they play in the policy cycle. It discusses how to ensure that they contribute to open, inclusive and sound policy making.

    Towards a More Effective, Strategic and Accountable State in Kazakhstan

    This review examines the recent reforms undertaken by the government of Kazakhstan in the area of public governance and evaluates their impact on the effectiveness, strategic capacity and accountability of the state. The review places particular emphasis on strategic planning, policy and programme evaluation, risk management, devolution and functional reviews, privatisation and the oversight of state-owned enterprises – all areas in which the government has taken or considered significant initiatives. The report offers a number of recommendations for further progress towards an effective, strategic and accountable state.

    OECD Skills Strategy Diagnostic Report: Mexico 2017

    Skills are central to Mexico’s future prosperity and the well-being of its people. Improving opportunities for all Mexicans to develop high quality and relevant skills and supporting employers to improve their human resources management can help Mexico to raise productivity levels and, by extension, the incentives for employers to hire individuals in the formal sector. Fostering better and more equitable skills outcomes, especially for women and youth, will also provide the foundation for building a healthier, more equitable, and more cohesive society.The OECD Skills Strategy Diagnostic Report: Mexico sets out eight skills challenges for Mexico. These challenges were identified through two interactive workshops with stakeholders, bilateral meetings, internal discussions with experts at the OECD, and analysis of documents and data produced by the OECD and other organisations. The first six challenges refer to specific outcomes across the three pillars of developing, activating and using skills. The next two challenges refer to the 'enabling' conditions that strengthen the overall skills system. Success in tackling these skills challenges will boost performance across the whole skills system.

    Water Charges in Brazil - The Ways Forward

    This report examines the current system of water abstraction and pollution charges in operation in Brazil. It assesses the current system’s implementation challenges and provides possible solutions. The report explores how water charges can be both an effective means for dealing with water security issues, and a tool for enhancing economic growth and social welfare. Specific analysis is put forward for three case studies in the State of Rio de Janiero, the Paraiba do Sul River Basin and the Piancó-Piranhas-Açu River Basin. The report highlights that water charges need to operate in conjunction with an effective water regulatory regime and concludes with an Action Plan based on practical steps and recommendations for its implementation in the short, medium and long-term.

    Gouvernement ouvert - Contexte mondial et perspectives

    Ce rapport propose une analyse approfondie et fondée sur des données probantes des initiatives menées en matière de gouvernement ouvert et des obstacles que les pays doivent surmonter pour mettre ces initiatives en œuvre et les coordonner. Il examine également les nouvelles tendances dans les pays membres de l’OCDE, ainsi que dans certains pays d’Amérique latine, de la région MENA et d’Asie du Sud-Est. À partir de l’Enquête 2015 de l’OCDE sur la coordination de l’ouverture de l’administration et l’association des citoyens au cycle de l’action publique, ce rapport met en évidence de futurs axes de travail, et notamment l’action à mener pour mobiliser et associer toutes les branches de l’administration et tous les niveaux d’administration, afin de passer d’un gouvernement ouvert à un État ouvert ; la contribution que les principes et les pratiques du gouvernement ouvert peuvent apporter aux Objectifs de développement durable des Nations Unies ; le rôle des médias dans la création d’un environnement favorable pour les initiatives liées au gouvernement ouvert ; et le rôle croissant des institutions infranationales dans la mise en œuvre de réformes couronnées de succès en matière de gouvernement ouvert.
