As identified in the 2012 OECD Recommendation of the Council on Regulatory Policy and Governance, governments should actively engage in assuring quality regulation at all levels of government and across policy areas. A number of Directorates* within the OECD Secretariat are concerned with key issues related to regulatory performance, and are working with their respective committees to measure and improve regulatory performance. These cover topics including:
- the performance of regulatory institutions, tools and programmes.
- the impact of regulatory policy and regulatory reform on different sectors of the economy
- the performance of regulation related to product markets, infrastructure, trade and Foreign Direct Investment (FDI),
- regulatory compliance and the enforcement of regulations

OECD regulatory databases and indicators
≡ FDI Regulatory Restrictiveness Index
The FDI Regulatory Restrictiveness Index measures statutory restrictions on foreign direct investment in 55 countries, including all OECD and G20 countries, and covers 22 sectors. The data is available for the years 1997, 2003, 2006, 2010, 2011 and 2012.
≡ Indicators of Regulatory Management Systems (RMS)
The RMS indicators identify leading regulatory management practices and offer comprehensive insights into trends in regulatory reform. The data cover the years 1998, 2005 and 2008-09.
≡ Infrastructure Investment database:
This database provides comparable cross-country information on infrastructure regulators, regulation and investment for the year 2007. Access the Data and Questionnaire.
≡ Non-manufacturing Regulations (NMR) Indicator system
The NMR indicators measure the regulatory stance in 9 non-manufacturing sectors as well as the “knock-on” effects of anti-competitive regulations in one sector on all other sectors of the economy.
≡ Indicators of Regulation in Energy, Transport and Communications (ETCR)
The OECD indicators of regulation in energy, transport and communications (ETCR) summarise regulatory provisions in seven sectors:telecoms, electricity, gas, post, rail, air passenger transport, and road freight. The time series dataset covers the period between 1975 and 2008.
≡ Indicators of Regulatory Conditions in the Professional Services
The OECD cross-section sectoral indicators measure regulatory conditions in the professional services and retail distribution sectors. The professional services indicators cover entry and conduct regulation in the legal, accounting, engineering, and architectural professions. Data is available for 1998, 2003 and 2008.
≡ Product Market Regulation (PMR)
The PMR indicators database is a comprehensive and internationally-comparable set of indicators that measure the degree to which policies promote or inhibit competition in areas of the product market where competition is viable. The database covers the years 1998, 2003 and 2008.
≡ Services Trade Restrictiveness Index (STRI)
The STRI database provides internationally comparable current information on regulatory policies affecting trade in services. STRI currently covers computer services, telecommunications, construction, professional services (engineering, architecture, legal, accounting), transport (air, maritime, rail, road, courier), distribution and audiovisuals in 34 countries.
