    OECD Territorial Reviews: Sweden 2017 - Monitoring Progress in Multi-level Governance and Rural Policy

    Sweden has long given priority to promoting both sustainable economic growth in its regions and equity among them. This report looks at the progress Sweden has made in its regional growth policy, multi-level governance system and rural policy. It also takes a more in-depth look at two topics of increasing importance: whether rural Sweden has been “left behind”, and issues of regional and municipal governance. The report suggests steps Sweden can take to address its regional and rural policy challenges. It also assesses to what degree Sweden has implemented the recommendations made in the 2010 OECD Territorial Review of Sweden.

    Gender-balance in Parliaments: An indispensable condition for more democratic and sustainable societies

    Women’s representation in parliaments remains a global issue. In 2016, women constituted 23% of parliamentarians over both upper and lower houses combined, with the Pacific, Arab States and Asia having the lowest representation (16.4%, 18.2%, and 19.2% respectively).

    Adopter une approche territoriale dans les politiques de sécurité alimentaire et nutritionnelle

    La sécurité alimentaire et la nutrition sont des préoccupations majeures au niveau international, en particulier dans les zones rurales. Ces sujets ont attiré beaucoup d’attention ainsi que de nombreux investissements, toutefois, les résultats ont jusqu’à présent été mitigés. Dans certains pays les moyennes nationales ont progressé, mais pour autant, de nombreux citoyens souffrent toujours d’insécurité alimentaire, ces derniers sont souvent concentrés géographiquement. L’insécurité alimentaire et la pauvreté sont fortement liées et ont une forte dimension territoriale.  Afin de résoudre ces problèmes durablement, les réponses en termes de politiques publiques doivent être adaptées aux défis de chaque territoire en adaptant une approche multidimensionnelle qui prenne en compte la disponibilité d’aliments, leur accessibilité, leur utilisation et stabilité. Ce rapport, sur la base de cinq études de cas   ainsi que du Nouveau Paradigme Rural de l’OCDE, propose une démarche effective pour lutter contre l’insécurité alimentaire et la malnutrition.

    Behavioural Insights and Public Policy - Lessons from Around the World

    “Behavioural insights”, or insights derived from the behavioural and social sciences, including decision making, psychology, cognitive science, neuroscience, organisational and group behaviour, are being applied by governments with the aim of making public policies work better. As their use has become more widespread, however, questions are being raised about their effectiveness as well as their philosophical underpinnings. This report discusses the use and reach of behavioural insights, drawing on a comprehensive collection of over 100 applications across the world and policy sectors, including consumer protection, education, energy, environment, finance, health and safety, labour market policies, public service delivery, taxes and telecommunications. It suggests ways to ensure that this experimental approach can be successfully and sustainably used as a public policy tool.

    OECD Urban Policy Reviews: Kazakhstan

    Urbanisation is an important condition for economic development, but must be managed effectively if cities are to realise their potential as engines of national growth. This report provides a comprehensive assessment of Kazakhstan’s urban policies in terms of economic, social and environmental impact. It analyses how national spatial planning for urban regions, along with specific sectoral policies, affect urban development directly and indirectly. It also looks at specific issues such as housing, public utilities, urban transport, and migration. The review assesses the efficiency and effectiveness of current urban governance arrangements, and makes recommendations for steps Kazakhstan can take to develop an attractive and well-managed system of large and medium-sized cities that can help it achieve its development objectives.

    Public sector integrity is crucial for sustained socioeconomic development. This report assesses Peru's integrity system at both the central and subnational levels of government. It provides a set of recommendations to strengthen and consolidate this system, instil a culture of integrity, and ensure accountability through control and enforcement.
