    Public procurement is a critical element of good governance, as it is a crucial nexus of interaction between the public and private sectors. This report examines ongoing public procurement reforms in Colombia, focusing on issues such as the availability of data on public procurement, preventing conflicts of interest, competition and contracting award methods, and legal control and remedy systems.

    Committing to Effective Whistleblower Protection

    Whistleblower protection is essential for safeguarding the public interest, for promoting a culture of accountability and integrity in both public and private institutions, and for encouraging the reporting of misconduct, fraud and corruption wherever it occurs. While many countries are increasingly developing legal frameworks to protect whistleblowers, more can be done to mainstream integrity and promote open organisational cultures. This report analyses whistleblower protection frameworks in OECD countries, identifies areas for reform and proposes next steps to strengthen effective and comprehensive whistleblower protection laws in both the public and private sectors.

    Progress in Chile's Supreme Audit Institution - Reforms, Outreach and Impact

    This report is a progress review on the implementation of key OECD recommendations made in the 2014 Public Governance Review of the Office of the Comptroller General of Chile (the CGR). It takes stock of the CGR’s recent activities in key areas – stakeholder engagement, support to internal control and rebalancing its audit portfolio – and assesses their impact based on consultation with CGR officials and external stakeholders of the Chilean executive, legislature and civil society.

    Improving ISSSTE's Public Procurement for Better Results

    OECD countries are increasingly attempting to achieve savings through their public procurement systems, in particular in healthcare. In 2012, the State’s Employees’ Social Security and Social Services Institute in Mexico (ISSSTE) asked the OECD to review the effectiveness and integrity of its procurement system and to address bid-rigging. Many of the OECD’s recommendations led to enduring reforms at ISSSTE. In 2015 the OECD conducted a new review focusing on planning and coordination of procurement activities, market research and improvement of medical services. This report presents the findings of the review and notes the ISSSTE’s recent achievements. It also makes recommendations to support the alignment of the ISSSTE’s procurement practices with the 2015 OECD Recommendation of the Council on Public Procurement and includes action plans for priority activities.

    The Korean Public Procurement Service - Innovating for Effectiveness

    This report on the Public Procurement Service of Korea examines the effectiveness of its system, identifying good practices that can inspire reform efforts in other countries. In particular, the report highlights the efficiency gains achieved by implementation of a comprehensive e-procurement system and the savings generated by an integrated support for government-wide contracts. It also looks at how Korea is adopting a strategic and multi-dimensional approach to using public procurement in the support of small businesses and other social objectives. In identifying possible improvements to Korea’s system, recommendations include a more centralised look at workforce training and development issues and additional features for Korea’s e-procurement system, as well as a review of existing certification and preference programs.

    Effective Delivery of Large Infrastructure Projects - The Case of the New International Airport of Mexico City

    The New International Airport of Mexico City (NAICM) should position Mexico as a regional hub and improve its competitiveness. It is scheduled to be operational in 2020 in answer to the pressing need for the expansion of the city's airport capabilities. The airport, whose construction is managed by a state-owned entity (GACM), is currently the largest Mexican infrastructure project.

    A project of this magnitude requires tailored strategic frameworks and actions in several policy areas. Building on international experience, this report provides a comprehensive assessment, and analysis and recommendations in four key dimensions contributing to the effective delivery of large infrastructure projects: governance, procurement, integrity and communication.

    Human trafficking and corruption

    Trafficking in persons is one of the most lucrative forms of organised crime and requires systematic corruption. To date, there is no international instrument that comprehensively focuses on the important link between corruption and trafficking in persons and that aims at addressing both. Addressing these two issues jointly is key to effectively curb human trafficking.
