L'OCDE a créé un panel consultatif sur la Budgétisation et les dépenses publiques en 2012. Son rôle est de donner des avis sur l'orientation des travaux de l'OCDE dans ce domaine critique. Les membres du Panel sont les anciens présidents du Groupe de travail des Hauts responsables du budget (HRB) les plus récents, et des professeurs et experts éminents associés aux HRB.
