    OECD Integrity Review of Colombia - Investing in Integrity for Peace and Prosperity

    Integrity is crucial in order to ensure sustainable peace in Colombia. This report provides a focused analysis of Colombia’s integrity system, addressing existing gaps and elaborating policy recommendations on how to build a coherent public integrity system. The review pays special attention to improving co-ordination at the national level and with the regions, cultivating a culture of integrity in the public administration, and enabling effective accountability through internal control and risk management. It emphasises the priority of mainstreaming integrity policies in the processes and sectors related to the implementation of the Peace Agreement to prevent corruption and to contribute to the inclusive and sustainable development of the country.

    Corporate Governance in Colombia

    This review of Corporate Governance in Colombia was prepared as part of the process of Colombia's accession to OECD Membership. The report describes the corporate governance setting for both listed companies and the state-owned sector (SOEs). The review then examines the legal and regulatory framework and company practices to assess the degree to which the recommendations of the G20/OECD Principles of Corporate Governance and the OECD Guidelines on Corporate Governance of State-Owned Enterprises have been implemented. The review finds that Colombia's framework for the corporate governance oflisted companies is largely consistent with the Principles, although some companies have been reluctant to implement some of the good practices recommended in Colombia's national corporate governnace code. For SOEs, the report recognises substantial reforms undertaken during the review process to adopt an ambitious national ownership policy. Reforms have included establishing an ownerhsip co-ordination unit and more transparent reporting on SOE performance, and removin g ministers from SOE boards and establishing more transparent board nomination processes aimed at enhancing the qualifications of board members. The report seeks continuing efforts to consolidate these reforms and to implement plans announced in the national ownership policy.

    Making the Most of Public Investment in Colombia - Working Effectively across Levels of Government

    This study examines the multi-level governance framework for public investment in Colombia. It provides a diagnosis of the strengths and challenges of the Colombian system and includes comparative data and a set of benchmarks to promote exchange of good practices and promote learning. It makes recommendations for how to further improve the system, make more effective use of existing resources and catch up to OECD countries in terms of infrastructure development . The review also suggests a set of indicators against which Colombia can measure its progress.

    La inversión pública en Colombia ha aumentado sustancialmente en los últimos años hasta alcanzar casi el 4% del PIB, una cifra superior a la media OCDE de 3.2%. Sin embargo, según indica un nuevo informe de la OCDE, para hacer frente a la brecha en infraestructuras y para superar las desigualdades territoriales será necesario que el país mantenga y amplíe sus esfuerzos en materia de inversión.

    Protecting Consumers through Behavioural Insights - Regulating the Communications Market in Colombia

    This innovative book combines results from research conducted in Colombia about how communications services consumers make consumption choices with OECD expertise in regulatory policy, behavioural economics, and data analytics, in order to help improve the consumer protection regime in Colombia. It focuses on the types of incentives that should be provided to change both provider and user behaviour, and considers where appropriate regulatory interventions may be needed to ensure that these incentives are realised. This work supports the Communications Regulator of Colombia in redesigning its consumer protection regime. This effort has refocused the regulatory framework from “protecting rights” towards making the market function best; this involves encouraging the providers to improve the quality of their services and rates offered in the market and to foster a better understanding of what is being offered and how. The book also makes specific recommendations on possible follow-up experiments to test some of the possible solutions to help communications services consumers better understand the information provided by service operators.

    Fiscalité et investissement en Colombie

    Le système d'imposition des sociétés en Colombie est très complexe et génère d’importantes distorsions. La charge fiscale effective sur les entreprises est très élevée en raison de l'effet combiné de l’impôt sur les sociétés, de la surtaxe sur les sociétés introduite en 2012 (CREE), de l'impôt sur les actifs nets des entreprises et de la taxe sur la valeur ajoutée (TVA) afférente aux immobilisations.
