China Development Research Foundation (CDRF)

Mr. Lu has been Secretary General of China Development Research Foundation (CDRF) since 1998.

CDRF commits to national strategic research, social experiment, and policy evaluation in China. Under Mr. Lu’s leadership, CDRF has compiled five China Development Reports since 2005. Since 2007, under Mr. Lu’s guidance, CDRF has launched several social equity programs on school feeding evaluation and on early childhood development, which have received both positive results and profound support from the national leaders, and have impacted on policies on children in China.

In 2010, Mr. Lu was awarded for his contribution in poverty alleviation and development by the State Council’s Leading Group of Poverty Alleviation. Besides, Mr. Lu has extensive experience and knowledge of rural reform and macro economy in China. In the late 1980s, He was the Director of Experimental Area Office for Rural Reform, Research Centre for Rural Development of the State Council. In Feburary 1998, he received special allowance awarded by the State Council for his contribution to the development of social sciences in China. From 2002 to 2004, he was the only commissioner with Chinese Nationality of the World Commission on Social Dimension of Globalization. Mr. Lu is now executive director of China Public Finance Society.

Mr. Lu obtained his master’s degree of Public Administration in 1991 from John F. Kennedy School of Government, Harvard University. In 1981 he received his BA in Economics from Beijing College of Economics.
