David Bradbury

Head of the Tax Policy and Statistics Division

Centre for Tax Policy and Administration

Mr. David Bradbury has been appointed Head of the Tax Policy and Statistics Division within the Centre For Tax Policy and Administration (CTPA). He will take up duty in April 2014.


Mr. Bradbury was until recently a member of the Parliament of Australia.  Elected to the Australian Parliament in 2007, he was appointed a Minister in 2010 with responsibilities in the treasury portfolio. As a Minister, Mr. Bradbury announced and implemented important reforms governing executive remuneration, the regulation of insolvency practitioners, audit practice, corporate, superannuation and taxation, as well as establishing Australia’s first national regulator of the Not-for-profit sector. He also developed an international reputation for his leadership in the taxation of multinational enterprises. He led the Australian debate on Base Erosion and Profit Shifting and implemented key taxation reforms including landmark amendments to the General Anti-Avoidance Rule and a modernisation of Australia’s transfer pricing laws.


During his tenure as a Minister, Mr Bradbury had administrative oversight of Australia’s key economic regulators, including the Australian Competition and Consumer Commission, the Australian Securities and Investments Commission, the Australian Taxation Office and the Australian Prudential Regulation Authority. Together with the Minister for Finance, he led the Government’s deregulation agenda and was a key member of the Expenditure Review Committee of Cabinet, where he contributed to the preparation of the Australian Government’s budget.


Prior to his parliamentary and ministerial experience, Mr. Bradbury worked as a taxation lawyer in a private law firm and served as an elected Councillor of a local administration for 9 years, including two terms as the Mayor of the Penrith City.


An Australian national, Mr. Bradbury holds a Higher Degree in Tax Law from the University of Sydney.



Thomas Neubig

Deputy Head of the Tax Policy and Statistics Division

Centre for Tax Policy and Administration

Mr. Thomas Neubig has been appointed Deputy Head of CTPA's Tax Policy and Statistics Division. He will take up duty in May 2014.


Mr. Neubig has over 30 years’ experience as an economist in both government and the private sector. He has spent the last 20 years at EY where he founded and lead a group of 34 tax policy economists, statisticians and survey specialists. Mr. Neubig is EY’s Director of Quantitative Economics and Statistics, where he serves as an advisor to numerous public and private clients on federal, state and global tax policy issues, including revenue and economic impact. Prior to joining EY, Mr. Neubig was National Director of Financial Sector Tax Policy Economics at PriceWaterhouseCoopers International Limited from 1990 to 1994.


From 1986 to 1990, Mr. Neubig was Director and Chief Economist of the U.S. Treasury Department’s Office of Tax Analysis. He served as the top Executive Branch career economist in tax policy and directed a staff of 70 people, consisting of professional economist, revenue estimators, computer specialists and support staff. Prior to this role, Mr. Neubig held two other positions within the Office of Tax Analysis, namely as Deputy Director for domestic taxation in 1986 and Financial Economist from 1980 to 1985.


An American national, Mr. Neubig holds a BA in Economics from Kalamazoo College and a Ph.D. in Economics from the University of Michigan.
