Armenia I Georgia I Kyrgyzstan I Moldova
In Armenia, the main objective of the National Policy Dialogue conducted over December 2006 – March 2008 was to help local stakeholders develop, through the dialogue, a Financing Strategy for Rural Water Supply and Sanitation (WSS). The key challenges were to set up realistic targets and a policy package that covers both improvements of the rural WSS infrastructure (more reliable supply, renovation and extensions of WSS systems, starting to develop minimal water supply standards for rural settlements) and the financing thereof (introducing user charges in rural settlements where these do not currently exist, allocating sufficient budgetary resources, acquiring international loans and grants, creating financial facilities to support people who cannot afford to pay, etc.).
In Georgia, Financing Strategy for urban and rural water supply and sanitation was developed in the framework of the National Policy Dialogue on water and sanitation sector financing. The objective was to promote the achievement of the Millennium Development Goals (MDGs) on water supply and sanitation in Georgia by developing a Strategic Financial Plan for the rural water supply and sanitation sector. The analysis showed that the Georgian water and sanitation infrastructure is deteriorating at an accelerated pace and that urgent action is required to reverse this situation in view of achieving the water-related MDGs.
In Kyrgyzstan, the overall objective of the National Policy Dialogue on Financing Urban and Rural Water Supply and Sanitation (WSS) in the Kyrgyz Republic has been to strengthen the capacity of the Government of the Kyrgyz Republic to plan and implement prioritised water supply and sanitation WSS infrastructure investments, to mobilise and effectively allocate financial resources for reaching water-related Millennium Development Goals (MDGs), while ensuring that WSS infrastructure development objectives are affordable for the population and the public budget. Specific objectives included the development, through the dialogue, of a feasible Financial strategy, as well as a number of policy documents supporting its implementation.
In Moldova, key objectives of the National Policy Dialogue conducted in 2006-2007 were to strengthen the capacity of the government of Moldova to set realistic policy targets and prioritise investments in the water supply and sanitation (WSS) sector, develop feasible financing strategy for WSS and to mobilise and effectively allocate financial resources for reaching water-related MDGs, while ensuring that WSS infrastructure development objectives are affordable for the population.
Key objective of the next phase of the dialogue, launched in Nov. 2009, has been to help the Government of Moldova implement their new policy for WSS and the 2007 Financing Strategy, by developing respective mid-term Investment/Action plan and effectively integrating it into the medium-term expenditure framework (MTEF) in the Ministry of Finance.
