The EECCA (formerly NIS) Environmental Finance Network was launched in 1997 in Almaty, Kazakhstan under the auspices of the EAP Task Force. Network participants meet once a year. Ten meetings have been organised so far: Almaty, Kazakhstan, 1997, Kiev, Ukraine, 1998, Moscow, Russian Federation, 1999, Tashkent, Uzbekistan, 2000, Yerevan, Armenia, 2001, Warsaw, Poland, 2002, Istanbul, Turkey, 2004, Chisinau, Moldova, 2005, Almaty, Kazakhstan, 2006 and Paris, France, 2007.

The major objective of the Network is to serve as a forum for facilitating dialogue and cooperation among the EECCA countries, donors, IFIs, independent experts and the NGO community on issues pertaining to environmental finance in EECCA. The Network provides a framework for sharing practical experience, good practices, lessons learnt and management tools for effective environmental financing.
 
The first two meetings in Almaty and Kiev sought to provide a forum for EECCA representatives to discuss a number of issues closely related to Environmental Funds’ management and operations. The focus of the third Network meeting in Moscow was extended to allow for a discussion of a broader range of environmental financing issues. Hence, the member base of the Network also expanded and diversified. Apart from officials from environmental funds and environmental authorities, representatives of the EECCA Ministries of Finance and Economy and the private sector are now regularly invited to contribute to the Network meetings.
