The Tenth Annual Meeting of the Regulatory Environmental Programme Implementation Network (REPIN) of Eastern Europe, Caucasus and Central Asia (EECCA) took place in Tashkent, Uzbekistan, on 17-19th June 2008, to discuss progress in adopting innovative instruments of environmental management, issues of environmental finance, as well as past and future activities of REPIN at both regional and national levels.
High-level members of the Ministries of Environment, Finance and Economy and their implementation branches from the EECCA region, officials and experts from the OECD countries, the European Commission, the Regional Environmental Centres (RECs) of EECCA, and NGOs were present. The meeting was hosted by the Uzbek State Committee for Environmental Protection and organised by the OECD Environmental Action Programme (EAP) Task Force Secretariat.
The progress of reforms in domains such as water quality standards and permitting systems were evaluated. A number of issues were presented including instruments in response to non-compliance, industrial rating, action-planning within environmental inspectorates, and funding of regulatory and enforcement activities. The last day of the meeting was devoted to a workshop on environmental compliance and enforcement indicators.
The proposed work programme was based on the results of a regional assessment, conducted prior to the Belgrade Conference of Environmental Ministers, held in October 2007. Since its first meeting in 1999, REPIN helps the EECCA countries to overcome environmental compliance problems in EECCA.
