Joining the LEED Partners Club

 

LEED is an OECD Action Programme dedicated to the identification, analysis and dissemination of innovations in local economic and employment development. The LEED Programme offers participants a uniquely active approach by providing:


i. Continuous monitoring and assessment of current local development practices and the diffusion of related findings;
ii. Analysis of initiatives, strategies and partnerships between government, business and civil society with the aim of complementing public policy and supporting local economic and social development;
iii. Elaboration of common methodologies and analytical frameworks for carrying out reviews and studies;
iv. A critical link both between sub-national institutions, and between the OECD and sub-national bodies, through the Partners Club.


The LEED Partners Club is a worldwide network of sub-national governments, development and research agencies, business organisations, private sector entities and foundations that serve as a consultative body for the work of the OECD LEED Programme.  Working with its network of partners, LEED has always been a pathfinder for the OECD, identifying themes, such as entrepreneurship, innovation and partnership, which have then become mainstream in the Organisation. 


What are the benefits of membership in the LEED Partners Club?


Partners participate in cross-country comparative projects, host or co-host conferences and seminars and share experience and expertise with other partners or with country delegates to the OECD.


Joint-collaborations


We offer partners the opportunity to collaborate on the development of joint conferences, workshops and seminars of mutual interest.  Usually these events are hosted by the partner organisation or are held either at OECD headquarters or at the LEED Trento Centre in Italy, a well-established centre for capacity building sessions and conferences.  We also actively explore the possibility of organising thematic study tours with our partner organisations who can also participate in the organisation’s cross-country comparative projects.


Events


Every year our partners are invited to attend a selection of international conferences, seminars and expert meetings in addition to a thematic forum back to back with a meeting of the LEED Directing Committee, the Programme’s governing body.  This provides partners with the chance to network and exchange knowledge not only with other partners, but also with national policy makers.


Networking


The LEED Secretariat acts as a focal point for putting our partners in touch with each other and, where appropriate, disseminating information on partners’ work and events.  We can also put our partners in contact with international experts on LEED thematic work for seminars, conferences and workshops.  The LEED Programme’s consultative and transversal fora include:


The Forum on Partnerships and Local Governance


Chair: Robert Strauss, Head of Unit, European Employment Strategy, CSR, Local Development, DG Employment, Social Affairs and Equal Opportunities, European Commission


Objective: to optimise the contribution of area-based partnerships to local economic and employment development and the effectiveness of policies. The Forum supports partnerships work and facilitates the exchange of experience between more than 2000 practitioners, active members of the network, from 50 countries worldwide.  The Forum benefits from the support of the European Commission. 


The Forum on Entrepreneurship


Chair: François Hurel, General Director of the French Chartered Accountants Association


Objective: to support economic growth, job creation and sustainable development by improving entrepreneurship and innovation policies at the local level.   To improve the quality of local economic and employment development policies by promoting the use of evaluation evidence in programme development


The Forum on Social Innovations


Chair: Andy Westwood, Chief Executive Officer of GuildHE, a formal representative body for Higher Education in the United Kingdom


Objective:  to contribute to improving social cohesion through the identification and dissemination of local social innovations; to identify and analyse the role of the non-profit sector and of social entrepreneurship in creating new economic activity and new mechanisms of social inclusion.


The Forum for Development Agencies and Investment Strategies


Chair: Greg Clark, Advisor at the UK Department of Communities and Local Government


Objective:  to support local development policies and initiatives and provide responses to the challenges of globalisation through the development of effective tools to be implemented at local level: integrated development strategies, economic development agencies, financing mechanisms, methods for adapting local economies to climate change.


Publications, documentation and information exchange


Partners receive free copies of all new research publications, in addition to items from the LEED back catalogue that are of interest. Members also have free access to the OECD iLibrary, the OECD's online library of statistical databases, books and periodicals.  Partners are kept informed on LEED activities via regular news flashes, as well as the LEED Flash newsletter.
