The OECD Local Economic and Employment Development Programme drew the attention of governments long ago to the role of local partnership organisations as agents of change and instruments to improve governance and policy implementation. 14 countries joined the LEED comparative study on Local Partnerships in 1999-2003. Today networks of partnership organisation are in place in a great number of countries, involved in the implementation of employment, economic and social policies among others. In 2004, the Austrian Federal Ministry of Economy and Labour, the European Commission (DG Employment, Social Affairs and Inclusion) and the OECD joined forces to create the OECD LEED Forum on Partnerships and Local Governance as way to reinforce these governance structures and their impact on policy.
Today the Forum has a membership of over 2,600 members in 53 countries.
OBJECTIVES
The Forum aims to:
- Build the capacity of local partnership organisations and their members in the design and implementation of local economic and employment development strategies by providing access to structured and comprehensive pool of knowledge on key areas of partnership working.
- Raise awareness of governments on the role of partnerships as agents of change in the implementation of policies and provide guidance on the national framework conditions required to support partnership governance as a way to foster policy coordination and an integrated approach.
- Support international exchange among and between local development practitioners and the policy making community.

ACTIVITIES
The objectives are achieved through three axes of work:
 Capacity building for partnerships including seminars, study visits and e-learning.- Building a knowledge base including thematic handbooks, country fact-sheets on partnership models and a publications database.
- Networking and information exchange through Annual Meetings of the Forum and international events hosted by Forum partners.

MEMBERS
 All institutions and organisations involved in the management of area-based partnerships and whose remit is to support local economic and employment development may become members of the Forum. Members include: public authorities at national, regional and local levels, public services (e.g. employment, social, training, health, education), business support organisations and regional development agencies, civil society organisations, research institutes.

GOVERNANCE
The activities of the Forum are an integral part of the work of the OECD LEED Programme and are as such supervised by the LEED Directing Committee.
A Forum Board is formed to advise on the implementation of activities and propose new orientations. The Board comprises delegates and national partnership co-ordinators with significant expertise in partnership networking. The Board is chaired by the European Commission DG Employment, Social Affairs & Inclusion. The Chairman of the Board reports to the LEED Directing Committee once a year.
