Call for papers: Engaging employers in Skills development and utilisation

 

Background on the policy innovation project


The OECD Skills Strategy highlights how without adequate investment in skills, people languish on the margins of society, technological progress does not translate into economic growth, and countries can no longer compete in an increasingly knowledge-based global society (OECD, 2012). The success of skills development activities through both on-the-job and off-the job training depends on the participation of employers in their design, implementation and financing.  At the same time, investment in the supply of skills alone will not be sufficient to secure quality job creation and boost productivity in all local economies. The degree to which local employers are demanding and using skills also has to be taken into account.


This new policy innovation project aims to support policy makers and local practitioners in developing strategies to more effectively involve employers in the design and provision of employment and skills programmes at the local level. The work will seek to identify good practices for employer engagement in the areas of both developing and utilising skills, including setting up innovative workplace learning methods, designing effective employer partnerships with the employment and training system as well as financing mechanisms for employer-led training, including how best to reach SMEs.

 

Call for Case Studies


The OECD is looking for experienced external experts to develop local case studies on the following topics:   

  • Engaging employers in the promotion of apprenticeship opportunities and other work-based learning opportunities locally; and
  • Programme and policies that involve employers to stimulate better skills utilisation, including improved work organisation, career progression opportunities, and upgrading of local product market strategies.

Each case study will be expected to include the following components:

  • Overview of the local and national economic situation
  • A description of the key government actors and organisations at the local and national level as well as service delivery arrangements in the area of employment, training and economic development
  • Key programme design features as well as demonstrated outcomes and impacts
  • Lessons for policy makers and OECD countries

Completed case studies will be approximately 20-25 pages (in English), highlighting locally-designed and implemented initiatives and/or national programmes that have been adapted to local labour market circumstances.  Selected experts will be expected to review available documentation (e.g., programme planning documents and evaluation reports) and conduct interviews with relevant stakeholders in developing the case studies.

To express your interest in developing a case study, please submit a proposal and your CV by August 28, 2015. Selected experts will be notified in September 2015, with case studies expected to be completed by December 18, 2015.
