Lors d'un discours-programme prononcé à l'occasion du 3ème Forum mondial de l’OCDE « Statistiques, connaissances et politiques », M. Angel Gurría a prévenu qu'à moins de développer une nouvelle génération de statistiques afin de mesurer le progrès social et le bien-être, il existe un risque non-négligeable que les gens ne fassent plus confiance aux institutions, ni à la capacité des pouvoirs publics à résoudre leurs problèmes.
