    Benchmarking Higher Education System Performance

    The scope of contemporary higher education is wide, and concerns about the performance of higher education systems are widespread. The number of young people with a higher education qualification is expected to surpass 300 million in OECD and G20 countries by 2030. Higher education systems are faced with challenges that include expanding access, containing costs, and ensuring the quality and relevance of provision. The project on benchmarking higher education system performance provides a comprehensive and empirically rich review of the higher education landscape across OECD countries, taking stock of how well they are performing in meeting their education, research and engagement responsibilities.

    Higher Education in Norway - Labour Market Relevance and Outcomes

    The higher education system in Norway generally produces graduates with good skills and labour market outcomes. This success can be largely attributed to Norway’s robust and inclusive labour market and recent higher education reforms to improve quality. However, some Norwegian students have poor labour market outcomes and past success is no guarantee of future success, especially as the Norwegian economy upskills and diversifies. This report provides advice and recommendations to improve the labour market relevance and the outcomes of higher education in Norway. The analysis finds that there is an opportunity to expand work-based learning opportunities, improve career guidance, and do a better job of using innovative learning and teaching practices to improve labour market relevance across the system. The report concludes that Norwegian policy makers have a larger role to play in steering the system. Policy makers can set the conditions for greater labour market relevance by strengthening the mechanism for collaboration between higher education institutions and employers, ensuring better coordination and use of labour market information, and redoubling efforts to support quality learning and teaching. This report was developed as part of the OECD Enhancing Higher Education System Performance project.

    Skills Strategy Implementation Guidance for Portugal - Strengthening the Adult-Learning System

    Raising skills is critical to Portugal’s economic success and social well-being. As globalisation and digitalisation are transforming how people work, how societies function and how individuals interact, Portugal needs to equip its entire population with strong skills so that they can benefit from new opportunities. Portugal has put education and skills at the forefront of the political agenda for many years, but more than half of adults have not completed upper secondary education. With the population ageing rapidly and a growing skills divide between generations, Portugal needs to further strengthen its adult-learning system. To make change happen, Portugal will need a clear vision for the adult-learning system and a strong partnership between all stakeholders – all levels of government, education and training providers, employers, trade unions, the non-profit sector and learners. This report outlines areas where the accessibility, flexibility and quality of the adult-learning system can be improved, where governance and financing mechanisms can be strengthened, and provides examples of international and national good practice to help achieve these objectives. The report provides a series of concrete actions to help Portugal improve the adult-learning system and in turn enhance economic growth and social cohesion.

    Apprenticeship in England, United Kingdom

    One of a series of studies on vocational education and training, this review focuses on the apprenticeship system in England and concludes with policy recommendations. England has launched a series of reforms that champion the institution of apprenticeship, and address some previous weaknesses. The reforms encourage more substantive apprenticeship programmes and a stronger funding framework. Despite these strengths, there is still some way to go to establish an apprenticeship system in England to match those of the strongest countries. This report suggests several ways in which reforms might be adapted to achieve higher quality and better outcomes. An effective apprenticeship system involves various elements such as the development of the apprentice in the workplace by the employer and the broader education of young apprentices. The report argues that England should consider introducing regulations and standards to ensure that these elements are part of all apprenticeship programmes, and that the recently introduced apprenticeship levy supports high-quality training. In comparison to other countries, England has relatively few young apprentices. The report suggests England could facilitate transition from school to work by making better use of apprenticeships targeting school leavers.

    Perspectives de l'OCDE sur les compétences 2017 - Compétences et chaînes de valeur mondiales

    Depuis les années 90, le monde est entré dans une nouvelle phase de la mondialisation. Les technologies de l’information et des communications, la libéralisation des échanges et la baisse des coûts de transport ont permis aux entreprises et aux pays de segmenter le processus de production en chaînes de valeur mondiales (CVM). De nombreux produits sont désormais conçus dans un pays et assemblés dans un autre, à partir de pièces fabriquées dans plusieurs pays. Trente pour cent de la valeur des exportations des pays de l’OCDE proviennent de l’étanger. Dans ce nouveau contexte, les CVM et les compétences sont plus étroitement liées que jamais. Les compétences jouent un rôle clé dans la caractérisation des avantages comparatifs des pays dans les CVM. Nombre des opportunités et des défis induits par les CVM sont déterminés par les compétences de chaque pays.L’édition 2017 des Perspectives de l’OCDE sur les compétences montre comment les pays peuvent tirer pleinement parti des chaînes de valeur mondiales, sur les plans économique et social, en investissant dans les compétences de leur population. Il est essentiel à cet égard d’adopter une approche interministérielle. Les pays doivent mettre au point un ensemble cohérent de politiques en lien avec les compétences, telles que la politique éducative, la législation sur la protection de l’emploi et la politique migratoire, en coordination avec la politique commerciale et la politique de l’innovation. Ce rapport présente de nouvelles analyses à partir de l’Enquête sur les compétences des adultes et de la base de données sur les échanges en valeur ajoutée. Il explique également ce que les pays devraient faire pour se spécialiser dans des secteurs d’activité technologiquement avancés.

    Computers and the Future of Skill Demand

    Computer scientists are working on reproducing all human skills using artificial intelligence, machine learning and robotics. Unsurprisingly then, many people worry that these advances will dramatically change work skills in the years ahead and perhaps leave many workers unemployable. This report develops a new approach to understanding these computer capabilities by using a test based on the OECD’s Survey of Adult Skills (PIAAC) to compare computers with human workers. The test assesses three skills that are widely used at work and are an important focus of education: literacy, numeracy and problem solving with computers. Most workers in OECD countries use the three skills every day. However, computers are close to reproducing these skills at the proficiency level of most adults in the workforce. Only 13% of workers now use these skills on a daily basis with a proficiency that is clearly higher than computers. The findings raise troubling questions about whether most workers will be able to acquire the skills they need as these new computer capabilities are increasingly used over the next few decades. To answer those questions, the report’s approach could be extended across the full range of work skills. We need to know how computers and people compare across all skills to develop successful policies for work and education for the future.

    Building Skills for All in Australia - Policy Insights from the Survey of Adult Skills

    Australia’s overall performance in the Survey of Adult Skills (PIAAC) ranges from average to very good. However, three million adults, representing one-fifth of the working age population, have low literacy and/or numeracy skills. Building Skills for All in Australia describes the characteristics of the low-skilled and discusses the consequences that low skills have on economic and social development for both individuals and Australian society. The review examines the strengths of the Australian skills system, highlighting the strong basic skills found in the migrant population, widespread proficiency in use of ICT and the positive role of workplaces in skills development. The study explores, moreover, the challenges facing the skills system and what can be done to enhance basic skills through education, training or other workplace measures. One of a series of studies on low basic skills, the review presents new analyses of PIAAC data and concludes with a series of policy recommendations. These include: increasing participation of women in STEM fields, addressing underperformance of post-secondary VET students and preventing drop-out, improving pre-apprenticeships, enhancing mathematics provision within secondary education and tackling poor access to childcare facilities for young mothers.

    L'importance des compétences - Nouveaux résultats de l'évaluation des compétences des adultes

    La révolution technologique amorcée au cours des dernières décennies du XXe siècle a modifié les besoins en compétences sur le marché du travail. De nos jours, les compétences en traitement de l’information, les compétences interpersonnelles et d’autres aptitudes cognitives de haut niveau sont de plus en plus prisées. L’Évaluation des compétences des adultes, lancée dans le cadre du Programme de l'OCDE pour l’évaluation internationale des compétences des adultes (PIAAC), vise à fournir un nouvel éclairage sur le rôle de ces compétences dans la société d’aujourd’hui et sur leur utilisation dans le cadre privé et professionnel. Première évaluation de cette nature, elle mesure directement la maîtrise de plusieurs compétences en traitement de l’information : la littératie, la numératie et la résolution de problèmes dans des environnements à forte composante technologique. Ce volume présente les résultats des 24 pays et régions qui ont participé à la première vague de l'évaluation en 2011-2012 (publiés pour la première fois dans Perspectives de l’OCDE sur les compétences 2013 : Premiers résultats de l’Évaluation des compétences des adultes) et des neuf pays supplémentaires qui ont participé à la deuxième vague en 2014-2015 (Chili, Grèce, Indonésie [Jakarta], Israël, Lituanie, Nouvelle-Zélande, Singapour, Slovénie et Turquie). Il décrit les compétences des adultes dans les trois domaines de compétences en traitement de l’information évalués et analyse le lien entre les compétences et les résultats sur le marché du travail ainsi que les résultats sociaux.     Peru is one of the strongest economic performers in Latin America, and steady GDP per capita growth over the past decade has been accompanied by a sharp decline in poverty rates. Peru’s economic development to date has largely been driven by abundant natural resources and high commodity prices in the global market.
