As leader of the OECD’s reviews of vocational education and training and equity in education, Simon Field has undertaken policy reviews in more than 20 countries across the globe – everywhere from Chile to China - and is the lead author of two OECD books - No More Failures: Ten steps to Equity in Education and Learning for Jobs (synthesis report of the OECD Review of Vocational Education and Training). His previous responsibilities included a period as a senior civil servant in the (then) Department for Education and Employment in the UK, while in the Home Office he was responsible for creating and leading an Economics Unit, bringing the tools of economic analysis to bear on criminal justice issues.  He has also taught and undertaken research at Rutgers University, New Jersey, USA as a visiting professor.   He has published extensively, on education and training policy but also in the past on topics as diverse as how the weather affects crime patterns, and refugee resettlement. He holds a Ph. D. in philosophy and social policy from the University of Cambridge and an M. Sc. in Economics from Birkbeck College London.  He was born and brought up in Belfast in Northern Ireland

Jennifer Cannon has been an assistant in the OECD’s Directorate for Education since 2003 and is currently the assistant to Skills beyond School, the OECD review of postsecondary vocational education and training (VET).  She was the assistant to Learning for Jobs, the OECD review of VET at secondary level prior to that.  Before working with the OECD VET team, Jennifer worked as an assistant in the OECD’s Centre for Educational Research and Innovation (CERI).   Jennifer is of British nationality.

 

Viktoria Kis -  Policy Analyst

Viktoria Kis is currently part of the OECD team working on Skills beyond School the Review of postsecondary vocational education and training (VET). Between 2007 and 2010 she worked on “Learning for Jobs”, the OECD’s recent review of VET at secondary level. As part of this exercise she has reviewed VET systems throughout the world, and is the lead author of reviews in six countries. Prior to this project, she worked on the OECD Thematic Review of Tertiary Education. She holds an M.Sc. in Economics from Birkbeck College London, an M.Sc. in Educational Research Methodology from the University of Oxford and a Master’s degree in International Affairs from Sciences Po, Paris. She is a Hungarian and Vietnamese national.

 

Malgorzata Kuczera -  Policy Analyst

Malgorzata Kuczera joined the OECD in 2005 and is currently part of the team working on Skills beyond School, the OECD Review of postsecondary vocational education and training (VET). She is a co-author of Learning for Jobs the OECD's recent review of VET at secondary level. As part of this exercise she reviewed VET systems throughout the world, and is the lead author of reviews in six countries. Prior to this project she worked on the review of equity in education at the OECD. She is a co-author of the OECD publication No more Failures: Ten Steps to Equity in Education. Before joining the OECD she worked at the European Commission on the issue of efficiency and equity in education. She holds an M.Sc. in Economics from Birkbeck College London, a Master’s degree in international administration from Paris I Sorbonne in France and a Master’s degree in political science from Jagiellonian University is Krakow. Malgorzata is Polish.

 

Pauline Musset - Policy Analyst

Pauline Musset is an analyst working on Skills beyond School, the OECD Review of Postsecondary vocational education and training (VET). As part of this exercise she is the lead author of reviews in several countries including Austria, Iceland and England. Before joining the Skills beyond School team, she worked on the OECD review “Overcoming School Failure: Policies that Work” and is one of the co-authors of the 2012 publication Equity and Quality in Education: Supporting Disadvantaged Schools and Students. She holds a dual Master’s degree in International Economics and Political Sciences from Sciences Po, Paris. She is a French national.

José-Luis Álvarez-Galván currently participates in the OECD Reviews of Postsecondary Vocational Education and Training: Skills beyond School. He is also involved in the horizontal project Investing in Youth in Emerging Economies Policy Toolbox. Before joining the Skills beyond School team he worked in the Regional Development Policy Division at OECD. José-Luis has researched and published extensively on topics such as: employment and work; economic and social development; organizational dynamics; and international trade. In addition, José-Luis has presented in some of the major international academic conferences in these fields (the American Sociological Association, Work, Employment and Society, the Society for the Advancement of Socio-Economics, among others). José-Luis also spent some years working in the private consulting sector. He holds a PhD from the London School of Economics; a Master's from the University of Massachusetts; and a Bachelor’s degree from the National University of Mexico.
