The purpose of the 2008 report monitoring resource flows to fragile and conflict-affected states is to provide a tool to better monitor the levels, timing and composition of resource flows to fragile states. The report aims to help improve transparency and co-ordination by triggering a discussion in donor agencies - both in the field and at headquarters - about removing obstacles to effective resource allocation to fragile states. The annual findings - which have exposed aspects of international marginalisation - should help facilitate discussions on predictability of aid, absorptive capacity constraints, and linking country-level processes with strategic discussions in capitals.
