High Level Dialogue with Africa – 21 May 2019

Road to TICAD7 in Yokohama and Africa’s Development Dynamics 2019

Outcome Document

The OECD Development Centre and the Ministry of Foreign Affairs of the Government of Japan organised a High-Level Dialogue with Africa on 21 May 2019, at the OECD headquarters in Paris. The special event reflected on one of the key themes of the African Union’s Agenda 2063: promoting economic transformation in Africa. It examined the roles of government and the private sector in enhancing connectivity through infrastructure.

Taking place in the sideline of the OECD Forum 2019 “A World in (E)motion” on digitalisation and globalisation, the Fifth High-Level Meeting of the Governing Board of the OECD Development Centre on Development for All: the Role of Domestic and International Policies and the OECD 2019 Ministerial Council Meeting on “Harnessing Digital Transition for Sustainable Development”, the High-Level Dialogue intended to inform the global debate leading to the 7th edition of the Tokyo International Conference on African Development (TICAD VII) held in Yokohama on 28-30 August 2019.

High-level representatives from several countries as well as international and regional organisations participated in both events, including a number of African officials, Paris-based and from capitals.

The High-Level Dialogue advanced the policy debate between African policy makers and their global partners, notably member countries of the OECD and its Development Centre, on ways of boosting infrastructure development, connectivity, firms’ innovation and productivity. The aim  is to accelerate the continent’s economic transformation and unleash the full potential of regional integration, seizing the momentum of the ratification and implementation of the African Continental Free Trade Area.

The DEV-Japan High-Level Dialogue with Africa benefited from the preliminary findings of the Africa’s Development Dynamics (AfDD) 2019 report on “Public Policies for Productive Transformation”.
