ISSA, IOPS, OECD to cooperate on complementary and private pensions study


The International Social Security Association (ISSA), the International Organisation of Pension Supervisors (IOPS) and the OECD have signed a partnership agreement to work together in the area of complementary and private pensions.

The primary focus of the partnership will be to develop and update the ISSA/IOPS/OECD Complementary and Private Pensions database, which at present provides profiles of regulation and practice in complementary and private pension plans in force at January 2003 in 50 countries throughout the world.  The database is available electronically through the ISSA information service Social Security Worldwide* ( and via the IOPS web site (  The printed version, Complementary and Private Pensions Throughout the World 2003, is available from the ISSA publications unit**.

In addition to expanding the database to cover more countries, it is intended to update the existing country profiles every two years on a regional basis starting from January 2005 with Africa, July 2005 the Americas, January 2006 Europe and July 2006 Asia and the Pacific and to once again publish the information in book form as well as electronically.  The updated country profiles for the first two regions should be available in spring 2006.

The database currently covers both voluntary and mandatory occupational pension plans as well as mandatory, privately managed personal schemes.  It may also be extended in future to cover voluntary private personal plans. 

Providing sustainable and adequate pensions to their citizens is of major concern to all countries. The ISSA/IOPS/OECD Complementary and Private Pensions database is intended as an aid to policy makers, administrators and supervisors, academics and the public to better understand and evaluate the realities of retirement income provision in different countries.
