Background Public Procurement represents between 13% and 20% of GDP on average worldwide; thereby having a significant impact on public funds allocation and economic growth.  Ensuring an efficient and effective public procurement system is a key reform agenda in many countries. In times of austerity, procurement can help save funds and gain fiscal space for reforms when managed effectively and strategically. It is also increasingly recognised as a potential instrument for achieving social and environmental objectives. Despite its economic significance, public procurement is still often handled as an administrative, compliance-oriented process rather than a strategic function of government.   Objectives The launch meeting of the Leading Practitioners on Public Procurement provides a global view of leading procurement practice through knowledge sharing on effective approaches to strengthening public procurement systems and transforming procurement into a strategic function. This launching meeting responds to the 2012 OECD Council request to update the OECD Recommendation on Enhancing Integrity in Public Procurement. For more information please view the meeting agenda.

 Results

• Draw lessons from recent reforms in OECD countries to optimise the procurement function
• Map out good practices on how to effectively use green procurement as an instrument to promote sustainable development
• Identify data and benchmarks to assess the performance of procurement systems
• Bridge policy communities in strengthening procurement systems: encourage dialogue between OECD countries and the development community
• Validate the findings of the OECD Public Procurement Review of the Mexico Health Provider (Institute of Social Security and Services for State Workers)
• Provide a roadmap for the update of the OECD policy standards on procurement, taking into account recent changes in the UNCITRAL Model Law and WTO Agreement on Government Procurement

This meeting also contributed to a roadmap for future collaboration at the global level.

 

Participants

The meeting brings together senior procurement officials and innovators from governments at national and federal level from OECD countries, selected non-member countries and international organisations with long-standing experience in this field.
