    Public Procurement in Chile - Policy Options for Efficient and Inclusive Framework Agreements

    Public procurement is a critical element of sound governance and countries implement diverse tools and strategies to increase its efficiency and cost effectiveness. Framework agreements, in particular, aggregating public demand and streamlining procurement processes are increasingly used by central purchasing bodies in OECD countries. This report examines the use of framework agreements and their developments in Chile, benchmarked against the practices in other OECD countries. Implementation of framework agreements in Chile have provided business opportunities to a growing number of suppliers and a wide variety of goods and services to public entities. Yet, the steady increase of the number of suppliers and contract management activities now question the sustainability and the effeciency of the system. This report analyses different policy options that ChileCompra could consider and suggests ways to streamline processes, improve the effectiveness of the system and increase efficiencies while promoting inclusiveness.

    Progress in Chile's Supreme Audit Institution - Reforms, Outreach and Impact

    This report is a progress review on the implementation of key OECD recommendations made in the 2014 Public Governance Review of the Office of the Comptroller General of Chile (the CGR). It takes stock of the CGR’s recent activities in key areas – stakeholder engagement, support to internal control and rebalancing its audit portfolio – and assesses their impact based on consultation with CGR officials and external stakeholders of the Chilean executive, legislature and civil society.

    Chile's Supreme Audit Institution - Enhancing Strategic Agility and Public Trust

    This review focuses on advancing the performance-management vision of the Comptroller General of the Republic of Chile (Contraloría General de la Republica, CGR) with a view to enhance the relevance and positive impact of its work on accountability and decision making within the public administration. The review explores how the CGR’s audit assignments could be adjusted to enhance the institution’s impact on good public governance, and how it could further leverage knowledge gathered through existing and new audit assignments to deliver additional value to its diverse range of stakeholders.

    Le Chili a fait des efforts louables pour mettre en œuvre la Convention, mais pas une seule condamnation pour corruption transnationale n’a été prononcée. Le Chili n’a pas suffisamment enquêté sur plusieurs des six allégations de corruption transnationale qui ont émergé depuis 2001.
