Colombia has been participating actively in the OECD Competition Committee since 2011and attends Competition Forums on a regular basis. It also hosted the 9th meeting of the OECD-IDB Latin American Competition Forum in 2011.

Colombia is one of the six Latin American countries having participated in a 2014 project to better understand how market studies are carried out and what can be done to improve them. More about the project

The resulting report outlines the current status of market studies in six Latin American countries, describes good practices, identifies areas for improvement and provides recommendations on how to make better use of this competition tool.

Market definition is one of the most important analytical tools that competition authorities use to examine and evaluate competition problems. This is critical in most competition and regulatory cases, and it helps identifying market participants and the area of effective competition.
This report sets out the experiences of OECD countries in applying the concept of market definition in the telecommunications sector, with a particular focus on triple- and quadruple-play services.

Fighting Bid Rigging in Public Procurement in Colombia - 2014

Colombia’s procurement legislation and practices were reviewed in 2013 to verify compliance with the OECD 2012 Recommendation on Fighting Bid Rigging and the 1998 Recommendation on Effective Action against Hard Core Cartels.

The resulting report describes the features currently present in Colombia’s cartel enforcement against bid rigging and Colombian public procurement practices and sets forth advice and suggestions that can lead to closer compliance with OECD instruments. This in turn will lead to more effective procurement and a reduction in the incidence of bid rigging in Colombia.

Colombia’s competition regime was examined for the first time in 2009 during the 7th meeting of OECD-IDB Latin American Competition Forum held in Chile.

This report provides an in-depth analysis of its competition practices, includes a chapter on different sectors and sets out recommendations on how to improve government policy and the local competition authority's enforcement / advocacy practices.
