International Summer School for cooperation and local development - Fifth edition (Trento, Italy)
14-25 July 2014
The scope of the School is to organise specialised courses on socio-economic development and to create an international platform to exchange experiences and knowledge between public officers and practitioners from OECD member and non member countries that deals with cooperation and local development issues. The fourth edition of the Summer School on “Community and local development: building strategies for local development" will take place from 14 to 25 July 2014 in Trento. Working language: Spanish.

Seminar: Evaluation of programmes for the promotion of small and medium-sized enterprises (Jerusalem, Israel)
25 April 2013
This seminar was prepared by the LEED Programme for officials of the Israeli Small and Medium Business Agency (SMBA) and for managers and co-ordinators of public programmes supported by the SMBA. It presented the major issues and principles involved in designing, commissioning, undertaking and using evaluations of SME programmes illustrated with examples of good practice.

International Summer School for cooperation and local development -Third edition (Trento, Italy)
16-26 July 2012
The scope of the School is to organise specialised courses on socio-economic development and to create an international platform to exchange experiences and knowledge between public officers and practitioners from OECD member and non member countries that deals with cooperation and local development issues. The third edition of the Summer School on “Community and local development: building strategies for local development" took place from 17 to 26 July 2012 in Trento. Working language: Spanish.

Capacity building seminar: Designing and implementing E-government policies - The case of the Palestinian Autorithy (Trento, Italy)
28-29 March 2012
This capacity building seminar was co-organised by the MENA-OECD Governance Programme, within the context of the MENA-OECD Initiative to Support the Palestinian Authority, and the OECD LEED Trento Centre for Local Development. Thirteen delegates from different ministries of the Palestinian Authority lead by Mr. Suleiman Mustafa Zuhairi, Deputy Minister, Ministry of Telecommunications and IT, visited Trento to work on designing and implementing e-government policies in the Palestinian Authority.

Review: Local development capacity assessment in EU candidate countries and potential candidates in the Western Balkans - a LEED Project
January 2011-October 2012
This joint initiative by the European Commission Enlargement Directorate-General and the OECD LEED Programme is focused on providing an assessment of the current local development capacity in view of EU accession in the EU Candidate countries and potential candidates in the Western Balkans, notably: Albania, Bosnia Herzegovina, Croatia, Former Yugoslav Republic of Macedonia, Kosovo (under UNSCR 1244), Montenegro and Serbia.

Review: Supporting evidence-based local strategy making - a LEED Project
January 2011-December 2012
The work will provide guidance to local development organisations on how to prepare evidence-based strategies using relevant local information systems and evaluation frameworks. Practical manuals, web-based tools and peer learning mechanisms will be provided for information gathering, evaluation and their analysis.

The scope of the School is to organise specialised courses on socio-economic development and to create an international platform to exchange experiences and knowledge between public officers and practitioners from OECD member and non member countries that deals with cooperation and local development issues. The second edition of the Summer School on “Community and local development: fostering social cohesion and sustainability" took place from 18 to 28 July 2011 in Trento.

Conference: Local and regional strategies to relaunch economic and employment development (Trento, Italy)
8 July 2011
High level policy makers, economists and representatives of international and European institutions discussed the future of global economic and financial development and debated the crucial role played by regions and localities in the recovery and development of economic competitiveness. The conference provided a means to exchange good practice and drew up policy recommendation to achieve tangible results.

Workshop: Measuring local development policy delivery (Paris, France)

This forth FIELD workshop reviewed the innovative tools and methods used as part of local information systems by local development organisations to: i) measure the factors that impact on the effective delivery of local policies; ii) identify policy needs, shape policies and programmes that can best address these needs, and; iii) understand if policies are bringing results.

This third FIELD workshop reviewed the innovative tools and methods used as part of local information systems by local development organisations to: i) measure the factors that impact on entrepreneurship and SME development; ii) identify policy needs, shape policies and programmes that can best address these needs, and; iii) understand if policies are bringing results.

International Summer School for cooperation and local development - First edition (Trento, Italy)
26 July-5 August 2010
The OECD LEED Trento Centre for local development, the Training Centre for International Cooperation (TCIC) and EAFIT University of Medellin, in collaboration with the Trentino Federation of Cooperatives and EURICSE, set up a joint “International Summer School for cooperation and local development”. The scope of the School is to organise specialised courses on socio-economic development and to create an international platform to exchange experiences and knowledge between public officers and practitioners from OECD member and non member countries that deals with cooperation and local development issues. The first edition of the Summer School on “Community and local development: defining a strategy of growth for localities” took place from 26 July to 5 August 2010 in Trento.

Workshop: Measuring unemployment and exclusion from the labour market (Paris, France)

This second FIELD workshop reviewed the innovative tools and methods used by local development organisations as part of local information systems to i) measure the factors that impact on unemployment and exclusion; ii) identify policy needs, shape policies and programmes that can best address these needs, and; iii) understand if policies are bringing results.

The objective of this first FIELD workshop was to review  the innovative tools and methods used, as part of local information systems, by local development organisations to: i) measure skills supply, demand and utilisation in local economies, ii) identify policy needs, shape policies and programmes that can best address these needs and iii) understand  if policies are bringing results.

Review: Framework for Information Exchange in Local Development (FIELD) - a LEED Project
January 2009-December 2010
This project supports local development organisations in strengthening their information systems.  It provides guidance on data collection, analysis and use in policy making, customised to conditions in each participating area. It helps policy makers to build evidence on: What makes your local economy work? What drives it forward, what holds it back? Where and how policy should intervene? Is policy bringing results?

 

2009-2008

Review: Framework for Information Exchange in Local Development (FIELD) - a LEED project
January 2006-December 2009
The rationale for this project was to respond to these problems by building an OECD Framework for Information Exchange in Local Development (FIELD) that local development organisations can use in a co-ordinated way in order to collect, exchange and learn from local development information. The focus was on encouraging the self-collection by local development organisations of indicators of local economic and employment development performance and policy needs and information on how policy instruments are used and with what impacts. The Framework also provided a forum for the exchange of information amongst participating local development organisations.

Report: Strategic evaluation framework for local development strategies in the Czech Republic
May 2009
A Report and a Guide on evaluation for local development strategies in the Czech Republic have been prepared by the OECD Local Economic and Employment Development Programme in collaboration with the the Ministry for Regional Development of the Czech Republic as part of the OECD LEED activity on “Strategic Evaluation Frameworks for Local Development”.

Report: Evaluation of local development strategies in Hungary
May 2009
A Report and a Guide on evaluation for local development strategies in Hungary have been prepared by the OECD Local Economic and Employment Development Programme in collaboration with the Ministry for National Development and Economy of Hungary as part of the OECD LEED activity on “Strategic Evaluation Frameworks for Local Development”.

Final Seminar: Strategic planning and evaluation for regional and local development in Latvia (Riga, Latvia)
17 June 2008
This seminar presented and debated the result of work undertaken by the OECD Local Economic and Employment Development (LEED) Programme on how best to support the design, implementation and evaluation of local development strategies in Latvia.

Visit of a delegation from the Czech Republic (Trento, Italy)
1 April 2008
The Trento Centre hosted a meeting with a delegation of five representatives from the Ministry of Regional Development (MMR) of the Czech Republic to discuss the first draft diagnostic report prepared by Czech experts outlining evaluation issues in the Country. The meeting was organised within the framework of a joint project on “ Evaluation of Local Development Strategies in the Czech Republic” that will provide a methodology for the development of a “strategic framework”’ that will permit analysis of the impact of government policies on regional and local development in the Czech Republic.

Workshop: Local development policy and performance information tools (Trento, Italy)
18 April 2007
The expert workshop on Local Development Policy and Performance Information Tools aimed at discussing the options for developing a framework for information collection, analysis and comparison for use by local development actors in Central and Eastern Europe.

Capacity building seminar: Evaluation as a tool for local development strategy building (Trento, Italy)
10-12 July 2006
The seminar brought together the policy makers and practitioners from the CEE and SEE countries allowing for discussion i) how to best introduce and implement prior assessment so that it serves as a tool for local strategy design and delivery ii) how to best support the local level so that evaluation becomes an opportunity for learning and stops being perceived as a threat.
