CAPACITY BUILDING ACTIVITY: Summer school for local administrator in local development strategies and European programming

Context

Friuli Venezia Giulia Region (Italy) has reorganised the local government system according to Regional Law 12 December 2014, no. 26 - "Reorganising the Region-Local Government System in Friuli Venezia Giulia. Guidance to the Inter-Municipal Territorial Unions and to the Reallocation of Administrative Functions".


In this context, Inter-Municipal Territorial Unions (so-called UTIs) are in charge of an articulated set of functions concerning the provision of local public services. These services were previously under the individual responsibility of municipalities. In addition, UTIs are taking over part of the services formerly of the Provinces, that are being decommissioned, and others passed by the Region itself. This regional regulation gives UTIs a primary role in socio-economic development policies for their territories, a peculiarity in compared to national corresponding law.


This Summer School focused on a specific UTIs’ competence: in the new regulatory and administrative framework of the Local Authorities' System in Friuli Venezia Giulia Region, UTIs – as inter-municipal bodies - are the main pillar for designing and managing socio-economic development policies at the infra-regional level. In so doing, they were launching a substantial institutional innovation in the regional development public policy framework.

As this was a completely new function for most local authorities, the Summer School was conceived as a training course and platform to facilitate an exchange of experiences among local mayors and councillors of the FVG region, stimulating knowledge and the understanding of wide area development policy and strategic planning features.

 

Purpose

The Summer School was developed as a training opportunity for young municipal administrators to acquire an open mind-set towards innovation on issues of integrated local development and programming. It also acted as a method for designing coherent interventions funded by European funds or by other resources in international, national, and regional policies frameworks.

 

Participation

The Summer School was targeted at young mayors and councillors from Friuli Venezia Giulia municipalities.


Participation was limited to max. 26 attendees from Friuli Venezia Giulia municipalities and a quota reserved to Triveneto (NE Italy). Admission was subject to a selection process after a public call for interest.


The final conference on Friday, September 8 was open to all representatives from Friuli Venezia Giulia municipalities, institutions and bodies, as well as to national and international stakeholders interested in the event themes, upon registration.
