Social inclusion: International learning models

 

The Trento Centre worked with the Autonomous Province of Trento to support the work of the European Social Fund Co-operation Network

 

As part of this work, the OECD LEED Programme conducted five two-day ‘mini-reviews’ in five member regions of the Network examining topics including the integration of migrants, enhancing female employment, activities to promote work/life balance, and programmes to encourage lifelong learning.

Podlaskie Region, Poland, 2-3 July 2009

The final study visit was completed on July 2nd and 3rd with the visit to Podlaskie (Poland) to examine activities in the area of lifelong learning. A predominantly agricultural area, with significant levels of outward migration, the region has developed a highly integrated approach to employment and training guidance. Having had the current situation in Podlaskie outlined at the regional level a series of visits to public and private learning centres were undertaken at which vocational and non-vocational learning was available, along with a visit to a powiat level employment service which again demonstrated strong links between employment services and training advice.

Autonomous Province of Trento, Italy, 29-30 June 2009

On June 29th and 30th the review of lifelong learning in Trentino was undertaken. Representatives from the Province presented current activities ranging from the school system as it exists in Trento, the apprenticeship system (which lacks a national framework in Italy), as well as other lifelong learning activities in the vocational and non-vocational spheres. Furthermore, a visit to a training advisory centre in Trento was also undertaken and in addition to this, a roundtable bringing together representatives from the Federation of Trentino Co-operatives, Associations for SMEs and Industry, CGIL – a trade union, and an Accredited Training Centre, discussed the current and future prospects for lifelong learning in Trento in light of the economic crisis.

Tuscany Region, Italy, 25-26 June 2009

The visit to Tuscany was undertaken on June 25th and 26th in Tuscany, where the policies and programmes for facilitating female employment in this region were examined. Addressing the short-term/insecure working status which women disproportionately confront within this region was a key element for the policies and projects currently being undertaken. In Tuscany the so called ‘Pact for Female Employment’ signed in 2008 by the region, provinces, districts, social partners and parity referees has become an important and symbolic tool for improving female employment and reducing gender disparities in the region. The two days included meetings with representatives from the region, parity referees from the region and communes, the PARI Programme (targeting disadvantaged workers) representative from Italia Lavoro, and users of the individual learning accounts currently being promoted to some unemployed women in the region.

Marche Region, Italy, 5-6 May 2009

On May 5th and 6th a study visit to Marche considered the policies and programmes being pursued by the region to promote a greater work/life balance and to assist women to enter and remain in the labour market. Schemes operating in the region include the facilitation of greater access to public transport, extended child care hours, and explicit engagement with companies to promote an approach which would help people balance the demands of work and, predominantly, caring commitments. Programmes are being extended to support all parents achieve a more positive work-life balance. Meetings were held with representatives from the region, communes involved in implementing the projects, as well as from trade unions and a company who had established greater work flexibility.

Fruili Venezia Giulia Region, Italy 27-28 April 2009

The first study visit took place on April 27th and 28th when the delegation visited Friuli Venezia Giulia and examined the region’s policies and programmes towards the inclusion of immigrants, with a particular focus on cross-actions for integration and healthcare provision. The presence of highly skilled migrants from the scientific community in the region, and their particular needs, was considered, alongside the needs of other migrants.  The Study Visit included meetings with representatives from the region and migrant associations, and visits to a ‘one stop shop’ for migrants at the prefecture and associations involved with assisting migrants.
