The OECD Skills Strategy is calling for new skills and competences to respond to the challenges of the 21st century. This is echoed by a call for new firms that are capable of renewing and rebuilding economies and the need for individuals that are entrepreneurial in society, in work and in business. Education plays a crucial role in this.

For the last decade, LEED has been providing advice and guidance to national and local governments, education institutions, and other key stakeholders of local economic and employment development on how to develop and sustain a systematic approach that is effective in mobilising young people for entrepreneurial careers, developing the necessary competences and skills, and providing targeted business start-up and growth support.

Higher education institutions, schools, vocational education and training institutions, their key local stakeholders as well as national and local governments are welcome to participate in this work. LEED regularly organises international capacity building events and peer-reviews of the role of education institutions in entrepreneurship support.


Activities and Outputs

Promoting skills and competences for entrepreneurship follows a long-term programme of work in LEED, which currently consists of three pillars: Promoting entrepreneurship in higher education - HEIinnovate, Promoting entrepreneurial learning in schools and vocational education and training - Entrepreneurship360, peer-reviews.

HEIinnovate - Promoting entrepreneurship in higher education

Through in-depth collaboration with higher education institutions, ministries of education, science and research, and key local stakeholders in more than 30 local economies across and beyond the OECD area, LEED developed a list of good practice criteria, whose aim is to support universities in their challenging task to enhance students and graduates to "make use" of their enormous potential for innovation.

Recently, LEED joined forces with the European Commission, DG Education and Culture and developed a joint Guiding Framework which allows higher education institutions to self-assess their strategy and practices in promoting entrepreneurship. HEInnovate is a key instrument to promote the entrepreneurial university, which is outward looking and flexible and thus more responsive to current and future needs of society, humankind and nature.

Entrepreneurship360 - Promoting entrepreneurial learning in schools and vocational education and training

Entrepreneurship360 is a parallel project, which aims to produce a self-assessment tool for schools and vocational education and training institutions to assess their strategy and practices in promoting entrepreneurial learning. This tool will also inform national and local policy makers and other key stakeholders on what kinds of institutional support frameworks are needed to effectively enhance entrepreneurial learning.

Entrepreneurial learning promotes creativity, innovation, self-efficacy, the ability to work with others, planning and project management skills, understanding of risk, the ability to turn stressors or sources of harm into opportunities, and to manage failure. The culture surrounding the teaching and learning environment is also a key enabler. Effective entrepreneurial learning environments are characterised by leaders and educators who design and develop the wider environment so that entrepreneurial learning is integral to all aspects of the institution. Characteristics which can be important include leadership and governance, extra-curricula opportunities and flexibility of curriculum, as well as outward facing characteristics such as community engagement, involvement of business and entrepreneurs in learning, and links to the local entrepreneurial ecosystem.

Entrepreneurship360 is a collaboration between LEED and the European Commission, DG Education and Culture.

Peer-reviews - Assistance and guidance for national and local governments to enhance the role of education in promoting entrepreneurship

LEED undertakes peer-reviews on entrepreneurial universities and VET institutions. In association with the self-assessment support, LEED offers detailed peer-reviews in selected countries or regions that provide an assessment of national and local frameworks, the strategies and practices of education institutions to promote entrepreneurship, and their embeddedness in the local entrepreneurial ecosystem. By participating in a peer-review, governments, education institutions and their partners receive targeted recommendations on how to exploit opportunities and overcome challenges, and inspirations from learning models of good and proven practice.

Poland (including case studies in Wielkopolska and Kujawsko-Pomorskie)
