Entrepreneurship support in Tunisia: the role of universities

The review in Tunisia focuses on how universities across a selection of regions support graduate entrepreneurship. The project will provide Tunisia with: 


An assessment of practices for training of entrepreneurship skills and competencies in higher and vocational training organisations and related start-up support in relation to international best practices.


A set of tailored recommendations for policy improvements.


Descriptions of learning model programmes being operated successfully in other countries that can inspire local policy development.


A Policy Action Plan agreed with local stakeholders.


Activities and Outputs

The project will follow an integrated programme of work with the following outlined components. 


1. A diagnostic report divided in two parts

The first part will give (i) an overview of the political and institutional framework of entrepreneurship for Tunisia and selected universities; (ii) an overview of profile of selected universities in terms of numbers of students and staff, faculty, financing; (iii) a description of the benefits of entrepreneurial education in terms of content, methods of teaching, recruitment of teachers and students; and (iv) a brief description of the socio-economic context regarding selected universities.

The second part of the diagnosis will present an assessment of (i) the effectiveness of entrepreneurial education from the perspective of students; and (ii) the quality of the link between entrepreneurial education and assistance to new business start-ups within the University and the respective local entrepreneurship support systems. Evaluation will be carried out by a survey among students and actors working in the local entrepreneurship system for the selected universities..


2. Working meeting

A two-day meeting is organised with the participation of the OECD, universities and other stakeholders to discuss the self-assessment and the results of the survey to identify the main issues that will be discussed during the study mission.


3. Study visit

A team of international experts, lead by the OECD, will conduct a one-week study visit in Tunisia. Individual interviews and round tables will review the results of the self-assessment report and evaluate the relevance of training to entrepreneurial needs.


4. Intermediate report

An intermediate report on the substantive findings of the project and preliminary policy recommendations in the form of an action plan will be presented to the project team for approval and comments, 6-8 weeks after the study visit.


5. Regional workshop

A regional workshop of 1.5 to 2 days will be organised to present, discuss and approve the intermediate report and action plan. Two best international initiatives will be selected by the OECD and the project team for their novelty and their relevance to Tunisia and will be presented by people who are implementing on an interactive workshop session.


6. Final report


A final report on the substantive findings of the project will be produced. It will present the results of the examination and will present a selection of learning models.
