Several OECD events involving civil society organisations (CSOs) have taken place since March:
The Climate Change Expert Group’s Global Forum was held on March 19-20, and attended by almost 200 participants from 74 delegations, including national administrations, national and international financial institutions, business, research organisations, environmental NGOs and UN bodies. Seminar discussions covered four key climate change topics: plenary sessions on the road to 2015 (i.e. the post-2020 climate agreement) and on emissions modelling as a tool to inform climate change policy making, as well as breakout sessions on climate finance and emissions accounting. This event is part of a series of seminars, organised by the OECD and the IEA, and which aims to promote dialogue and enhance understanding between a wide range of experts on technical issues in the international climate change negotiations. OECD at post-2015 civil society conference
OECD staff participated in the Conference Advancing the Post-2015 Sustainable Development Agenda, organised by the Berlin Civil Society Center, on 20-22 March 2013, in Bonn, Germany. The conference brought together CSOs and coalitions active in monitoring, reporting, advocacy and campaigning on issues of social, economic and gender justice, environmental sustainability and human rights. It aimed at drawing together and reporting on initial findings from the different post-2015 discussion and consultation strands undertaken at global, regional and national and thematic levels; developing a full and fair global overview of CSOs' perspectives on Post-2015; identifying and addressing differences among the various CSO perspectives; identifying common CSO agendas, including overarching visions and narratives and agreeing on campaigns, strategies and tactics on how to promote these agendas; developing a CSO timetable towards the UN General Assembly in September and clarifying roles and responsibilities in interacting with national Governments, regional bodies and the UN; and identifying options for further CSO engagement from September 2013 until 2015.
On the 14-15 March, BIAC organised a visit to the OECD together with a number of key business associations including, USCIB, IBC, TBC, BAB and CMBD. Over two days, 48 representatives of the business community met with OECD experts on a wide range of issues including: the Economic Outlook, OECD work on Trade in Value-Added and Global Value Chains, the World Energy Outlook, the OECD and the G20, the Internet Economy, OECD Principles on Corporate governance, Base Erosion Profit Shifting and the OECD’s Labour and Social Agenda. This visit, which takes place once a year forms part of the OECD’s on-going and in-depth engagement with business.
Following up from similar meetings in 2012 and early 2013, the OECD Centre for Tax Policy and Administration met (in person and over the phone) with CSO representatives (Anticor, Caritas Secours Catholique, Christian Aid, Justice et Paix, Oxfam France, Transparency International, and Tax Justice Network) on 28 March to discuss tax matters, in particular the OECD’s work on Base Erosion and Profit Shifting (BEPS). Earlier that week, they had also discussed BEPS with representatives of the Business and Industry Advisory Committee to the OECD.
2013 Global Forum on Development
This year’s Global Forum on Development (GFD) brought together around 350 high-level officials from developed and developing countries, experts in academia and civil society, and the private sector. Participants hailed from a range of countries including Bangladesh, Cambodia, China, Fiji, Libya, Mali, Morocco, Niger, Nigeria and Vietnam.
The GFD’s 25 speakers and panellists discussed “innovative approaches to poverty reduction, social cohesion and progress post-2015”. The GFD broke new ground as the first OECD Forum using social media to create real-time discussions among participants and speakers. Over the two days, 355 participants and online viewers submitted a total of 1 493 questions and comments. The key questions were addressed by the panellists during the discussions.
The main messages from the forum included: moving from a narrative of misery to a narrative of opportunities, broadening the development agenda to address the different dimensions of sustainability; the convergence of a bold, brave global vision on poverty with a new landscape in which countries are formulating their own strategies, priorities and timelines; and an increase in the collective capacity to measure progress.
Green Growth Knowledge Platform 2013 annual conference
The second GGKP Annual Conference took place on 4-5 April in Paris. It focused on private sector implementation aspects of green growth in areas of mutual interest to advanced, emerging and developing countries. Papers and presentations can be found here.
The Chair of the OECD Ministerial Council Meeting (MCM) held its annual consultation with BIAC and TUAC in Oslo, Norway, on 8 April. The meeting was chaired by Sigbjørn Johnsen, Finance Minister of Norway. OECD Secretary-General, Angel Gurría, and Deputy Secretary-General, Yves Leterme, and a number of OECD Directors participated in the meeting. Discussions focused on topics related to the MCM around the themes of jobs, equality and trust. The consultation was productive and provided important insights to the Ministerial Meeting. For the fourth time, BIAC and TUAC were invited to fully participate in the MCM sessions on 28 and 29 May, which both social partners welcomed. See also BIAC and TUAC statements to the MCM.
Mario Pezzini, Director of the OECD Development Center, participated in several events in Washington DC in April, including a presentation of the Youth Unemployment chapter from the 2012 African Economic Outlook at the Atlantic Council’s Ansari Africa Center, a joint presentation of the Latin American Economic Outlook at the Organization of American States with participation from ECLAC, and a presentation of the Southeast Asian Economic Outlook at the Carnegie Endowment for International Peace.
Turning ideas into action: Implementing the updated OECD Guidelines for Multinational Enterprises
The OECD organised a panel on the implementation of the OECD Guidelines for Multinational Enterprises at the World Bank/IMF Spring Meetings in Washington on 19 April 2013. Representatives from civil society, business, trade, and government discussed how to deliver constructive solutions to issues arising from alleged non-observance of the Guidelines, efforts to improve mediation capacities of National Contact Points, specific projects on responsible business conduct in the financial and extractive sectors, and lessons learned and outreach activities.
2013 OECD Forum on Integrity
The 23-24 April OECD Forum on Integrity shed a new light on how to promote a whole-of-government approach to promote integrity and forge partnerships against corruption with key stakeholders, in particular civil society and media. The discussions on the role of civil society and the media in fighting corruption aimed at adding chapters on these topics to the CleanGovBiz Toolkit for Integrity. Minister Hage from the Office of the Comptroller General in Brazil opened the discussion with a presentation on civil society and government transparency in Brazil. Participants stressed the importance of acknowledging the diversity of civil society and its multiple roles in the fight against corruption. They also pointed out that civil society’s capacity for collective action is crucial for effective implementation to take place at the national level. The discussion on the role of the media focused around the ideal compromise between media independence and government intervention to establish and preserve this independence. Fabrice Lhomme, a French investigative journalist, stressed the relevance of protecting journalistic sources.

On 14 May, the OECD Economic Policy Committee (EPC) held its regular consultation meeting with representatives from the Business Advisory (BIAC) and Trade Union Advisory (TUAC) Committees to the OECD. The meeting was chaired by Alan Krueger, Chairman of the Council of Economic Advisers, US. OECD Deputy Secretary-General and Chief Economist, Pier Carlo Padoan, also participated. The meeting focused on the economic situation and jobs crisis. The main messages of the meeting were subsequently reported to the Committee.
Discussions at this Czech Republic-OECD Conference in Prague on 16-17 May focused on how to find the appropriate regulatory/education policy mix, how to communicate effectively on financial issues and how to financially empower the younger generation.
The International Economic Forum on Latin America and the Caribbean is a yearly high-level event that brings together policy-makers, CEOs, and experts from Latin America, the Caribbean and Europe to discuss the LAC-region’s economic performance and share solutions to its development challenges. The Forum has been co-organised by the Development Centre of the Organisation for Economic Co-operation and Development (OECD), the Inter-American Development Bank (IDB), and the French Ministry of Economy and Finance since 2009.
