Mr. Hiratsuka is currently Executive-Vice President of JETRO in charge of regional affairs in Southeast Asia, South Asia and Oceania, in addition to the Institute of Developing Economies (IDE). He joined to the Institute of Developing Economies in 1979, and became the Director-General of Development Studies Center of IDE in 2006, and Director-General of Research Planning Department in 2009.

He served as Visiting Professor of Graduate School of International Relations, Ritsumeikan University in Kyoto (2006-2009).

He has published numerous books and articles on regional economic integration and regional economies focusing on East Asia. He edited East Asia's De Facto Economic Integration, Palgrave Macmillan, 2006, and with Fukunari Kimura, East Asia’s Economic Integration: Progress and Benefit, Palgrave Macmillan, 2008, and with Yoko Uchida, Input Trade and Production Networks in East Asia, Edward Elgar, 2010. He contributed to the International Handbook on the Economics of Integration, Edward Elgar, 2011, and Asia’s Free Trade Agreements: How is Business Responding? ADB and Edward Elgar, 2011.

Mr. Hiratsuka was born in 1954 and holds a B.A. in Commerce from Yokohama City University (1978).
