Supporting Decentralisation in Ukraine: Enhancing local civil service performance for effective public service delivery
The sixth seminar in a series held within the framework of the OECD project Supporting Decentralisation in Ukraine (2017-18) was held in Kyiv on 2 March 2018. It focused on the opportunities local Ukrainian authorities have to successfully plan and strengthen their workforce and provided a platform for Ukrainian authorities to draw on the experience of OECD countries in public employment and management at local levels. The seminar was opened by Mr. Taras Tokarski, Deputy Minister on European Integration at the Ministry for Regional Development, Building and Housing of Ukraine. The audience included representatives of the central administration, national agencies, regional representatives, business associations, civil society stakeholders and international donor institutions active in the decentralisation reform.
The presentations highlighted practical approaches adopted by OECD countries in support of local public workforce development, through special arrangements ranging from recruitment to promotion, pay and performance assessment.
