Background and Objectives
The Conference of EECCA Environment Ministers and their Partners took place at the Courtyard by Marriott Tbilisi Hotel in Tbilisi (Georgia) on 21-22 October 2004, following the decision by Environment Ministers at the 5th Kiev “Environment for Europe” Conference in May 2003.
The objective of the Tbilisi Ministerial Conference, as established by the Ministers in Kiev, was two-fold: to discuss the action programmes and partnerships elaborated over this period to implement the EECCA Environment Strategy adopted in Kiev, and to provide additional impetus for the development and implementation of the partnerships and action programmes. More than 150 participants attended the Conference, including Environment Ministers and high-level representatives from countries of Eastern Europe, Caucasus and Central Asia, donor countries, representatives of international organisations and international financial institutions, private sector, non-governmental organisations. Officials and partners from different countries, international organisations and civil society have been working within the framework of the EAP Task Force to launch the preparatory process for the Conference and develop supporting documentation. The 1st Preparatory Meeting was held in Paris on the 2nd April 2004. The 2nd Preparatory Meeting was organised in Moldova on the 2nd – 3rd September 2004. The documents for the Ministerial Conference were finalised based on the feedback and comments received at the 2nd Preparatory Meeting in Chisinau.
