The OECD supports countries of Eastern Europe, Caucasus and Central Asia (EECCA) to reconcile their environment and economic goals thus addressing the heavy environmental legacy of the Soviet model of development. This support is provided within the framework of the GReen Economy and ENvironment Action Programme (the GREEN Action Ptogramme).
The meeting was held on 18 June 2015 in Chisinau, Moldova. The key objective was to discuss the progress made on the programme implementation and to agree the work plan for 2015-16.
The EUWI EECCA is the regional component of the EU Water Initiative focused on Eastern Europe, the Caucasus and Central Asia (EECCA). It supports work of the European Neighbourhood Policy and of the EU-Central Asia Platform for Environment and Water Cooperation, and helps to promote the progressive approximation to EU water policies, particularly to the EU Water Framework Directive, in EECCA countries.

The paper is based on a desk review, discussions with stakeholders, and joint work with the Ministry of Environment and Natural Resources of the Republic of Moldova on drafting the so-called "Institutional Development Plan".
Recent work in Moldova and the Kyrgyz Republic proved that addressing this general challenge requires different tools and actions and different levels of effort, depending on country-specific situation.
The main objective of the workshop was to discuss in detail the scope of a survey on the experience of countries of Eastern Europe, Caucasus and Central Asia (EECCA) with integrating the environmental sector into medium-term budgeting processes.
The Network was established back in 1999 and brings together environmental experts from Eastern Europe, Caucasus, and Central Asia (EECCA).
