Waste prevention has been accepted as an imperative of environmental policy for nearly three decades in most OECD countries.
Decides that member countries shall control transboundary movements of wastes destined for recovery operations within the OECD area in accordance with the provisions set out in Chapter II of this Decision and in the appendices to it.
This guidance manual represents one means to inform national governments about the potential benefits and costs associated with EPR.
