Recommends that Member countries review their existing institutional arrangements, comprising administrative, legal and economic systems, in the field of water resources with the view to improving the integrated management of their water resource policies.
Recommends that Member countries in their national and, where possible, their international water management policies take into account the water resources, both surface (lakes, rivers, estuaries and coastal waters) and underground.
Recommends that Governments of Member countries take measures to reduce to the extent required the pollution of surface waters resulting in eutrophication, with particular reference to the problem arising from the transfer of nutrient loaded waters across frontiers.
