The EU Water Initiative EECCA Working Group and the EAP Task Force Environmental Finance and Water Networks held a joint meeting in Chisinau on 29 March to 1 April. Holding these meetings together helped to exploit the synergies, ensure better coordination among the activities and to focus attention on a key event: the Conference of EECCA Ministers of Finance, Water and Environment to be held in Yerevan, Armenia on 17-18 November 2005, which will bring together high-level representatives from the EECCA region represented in the three networks, as well as donors, IFIs and the civil society.
At the Almaty consultation in 2000, Ministers adopted Guiding Principles for Urban Water Sector Reform and requested the EAP Task Force to organise a Ministerial Conference in 2005 to monitor progress in implementing these Principles.
In this context, the objectives of the meetings in Chisinau were:
• To discuss preparations of the Moscow Conference of Ministers: to agree on the key issues on the agenda, on the key messages that should be conveyed by the issues papers, and on the practicalities
• For EUWI-EECCA Working Group: to discuss and endorse its work programme and reflect on its contribution to the Moscow Conference and beyond
• For the EAP Task Force: to report on progress in implementing the work programmes and discuss possible new activities for the EECCA Environmental Finance Network and the Group of Senior Officials for Reform of the Urban Water Sector
• To discuss how the potential synergies between the EUWI EECCA Working Group, the EAP Task Force and the Project Preparation Committee could be best exploited.
