Water supply and sanitation infrastructure in Eastern Europe, Caucasus and Central Asia is often critically deteriorated, involving significant risks for human health and the environment. A key reason for this situation is the insufficient financing of water infrastructure over several decades and poor utility management. It is now widely acknowledged that to improve the
situation, water utilities need to be established as commercially-run entities, but this is hampered by the conflicting linkages between utilities and the municipal leadership and the absence of a clear definition of their respective roles and objectives. This book provides guidance, based on international best practice, on the key elements that performance-based contracts between utilities and municipalities need to include. It assesses several contractual arrangements that exist in EECCA against this benchmark.
