Recommends that Member countries in their national and, where possible, their international water management policies take into account the water resources, both surface (lakes, rivers, estuaries and coastal waters) and underground.

Recommends that member countries develop and implement comprehensive waste management policies which fully satisfy the objectives of environmental protection and rational use of energy and resources while taking account of economic constraints and differences in local conditions.
Recommends that Member countries should endeavour to remove, possibly under conditions of reciprocity, the obstacles which may exist in their legal systems to the implementation of a system of equal right of access.
Recommends that, without prejudice to future developments in international law and international co-operation in relation to transfrontier pollution, Member countries should be guided in their environmental policy by the principles concerning transfrontier pollution.
