Recommends that, in applying the Polluter-Pays Principle in connection with accidents involving hazardous substances, Member countries take into account the "Guiding Principles Relating to Accidental Pollution" set out in the Appendix which is an integral part of this Recommendation.
Recommends that Member countries review their existing institutional arrangements, comprising administrative, legal and economic systems, in the field of water resources with the view to improving the integrated management of their water resource policies.
Recommends that Member countries take action to facilitate, as appropriate, opportunities for the public to comment prior to decisions being made by public authorities concerning siting and licensing of hazardous installations and the development of community emergency preparedness plans.
Decides that Member Countries concerned shall exchange information and consult one another, on a reciprocal basis if so desired, with the objective of preventing accidents capable of causing transfrontier damage and reducing damage should such an accident occur.
Decides that for the purpose of implementing the above-mentioned Council Acts on the control of transfrontier movements of hazardous wastes involving any member country: the terms "wastes" and "disposal" shall be defined as specified in the Annex, which is an integral part of this Decision.
Decides that Member countries shall establish or strengthen national programmes to systematically investigate existing chemicals[2], in order to identify those which need to be managed and/or controlled.
Decides that, in respect of existing uses of PCBs, member countries shall ensure that appropriate controls are applied to such uses, as well as to any associated storage and transport, in order to prevent the release of PCBs into the environment or fires involving PCBs.
Recommends that, to implement this Decision, member countries should seek to conclude bilateral or multilateral agreements with nonmember countries to which frequent exports of hazardous wastes are taking place or are foreseen to take place.
The Governments of OECD Member countries declare that they will ensure that environmental considerations are taken fully into account at an early stage in the development and implementation of economic and other policies in such areas as agriculture, industry, energy and transport.
Recommends that Member countries should pursue policies to control more effectively air pollution resulting from emissions of oxides of sulphur and nitrogen, hydrocarbons.
