The OECD LEED Programme launched this activity consisting of a series of Local Reviews on Entrepreneurship in case study cities and regions. Four studies have been completed so far in Trento (Italy), West Midlands (UK), Sinaloa (Mexico) and Germany (the new Länder). LEED actively seeks cities and regions interested in taking part in this series of studies.
To evaluate the opportunities and obstacles to entrepreneurship in the case study cities and regions, to assess the strengths and weaknesses of local policies and programmes and to make recommendations.
- The analytical framework.
The analytical framework is based on substantial work undertaken by LEED over the last 20 years, and in particular on the conclusions of the LEED publication Fostering Entrepreneurship (1998). Three aspects of the local entrepreneurship environment will be studied; entrepreneurial culture, framework conditions and the existence and quality of public support programmes. These policies will also be examined in terms of their effectiveness.
The reviews will be undertaken by international expert panels, including delegates from the LEED Directing Committee and representatives of LEED Partner organisations. They will make visits to the selected cities and regions in order to view their initiatives and compare them with practices in other countries. There will also be the option of examining certain themes in more detail, such as women and youth entrepreneurship, business incubators and local enterprise clusters.
The LEED Committee will approve each review in advance and propose experts to participate in the study missions. A report will be written by the review panel and the LEED Secretariat. The Committee and LEED Partners will be invited to comment on the report and approve its recommendations.
Each case study will result in a report on the local environment for entrepreneurship and recommendations for policy and programme development. The report could also be produced as a LEED publication and a seminar could be organised in the city or region concerned.
