Putting in place jobs that last

How to build quality employment during the recovery of the financial crisis? LEED just released a new manual which sets out five principles for building sustainable employment for the future, each presenting concrete recommendations to both national policymakers and local practitioners, illustrated with case study examples:

  • Building a skilled and adaptable labour force.
    Better utilising skills.
  • Supporting employment progression and careers definition.
  • Fostering and anticipating new areas and growth.
  • Putting in place good local governance at a time of public deficits.

The manual includes an analysis of current local responses to the crisis. It is necessary reading for all people in exit strategies to the crisis.

Produced by the LEED Programme, it fits into the OECD’s proposed exit strategies to the crisis.


2011-2015: LEED to contribute to creating more and better quality jobs


The LEED governing board adopted a new mandate which links directly into the OECD strategic objectives following the global crisis.
The unique cross-cutting composition of members means that LEED is in an ideal position to take a horizontal viewpoint on employment and economic development issues, while working with governments to overcome policy silos on the ground. Both the Trade Union Advisory Committee (TUAC) and the Business and Industry Advisory Committee to the OECD (BIAC) expressed their appreciation of the emphasis placed by LEED on improving both the quantity and quality of jobs.

New OECD LEED project on "Skills for entrepreneurship"


This project examines the skills needed for entrepreneurship and how they are delivered by public policy through universities, vocational training organizations and other institutions. It works through a combination of local case study work in selected participant localities and international assessments and comparisons.

Employment and Skills Strategies in Southeast Asia (ESSSA)


The rapidly developing Southeast Asia region is confronted with significant labour market challenges. This initiative aims to address the issues of employment and skills, especially through an interaction platform for members.

6th Annual Meeting of OECD LEED Forum on Partnerships and Local Governance

Despite the first signs of economic recovery, unemployment will remain high for the years to come. The 6th Annual Meeting will bring together some 200 representatives of local partnerships, government officials, social entrepreneurs, business leaders, trade unions and academics to review how local development actors are adapting to this new reality and what are the innovations emerging on the ground to respond to these new challenges.

Working Communities Congress 2010

The second biennial Congress will explore international policy and local innovations to improve global perspectives on addressing unemployment. The Congress will be a forum for international thought leaders – to share experiences and strategies to broaden perspectives, challenge thinking and inspire innovative solutions – towards the goal of creating healthy, vibrant and sustainable working communities.
