The assessment is based on country visits, desk research and data analysis conducted by the OECD secretariat in the five countries reviewed. Examples of good practice from other countries are also discussed.
The Spanish economy is growing strongly, but there is a risk that many people are being left behind.
This report provides an initial evaluation of the comprehensive reform of the Spanish labour market undertaken in 2012. It describes the key components of the 2012 reform and places them in the context of the evolution of labour market institutions in other OECD member countries, with a particular focus on collective bargaining and employment protection legislation. The report also assesses the impact of the reform on the ability of firms to adjust wages and working time to cope with demand shocks, as well as the flows in the labour market for different types of contracts and the overall duality of the Spanish labour market. It also considers what complementary reforms would be required to improve the effectiveness of the labour market reform, in particular in the area of active labour market policies.
This report provides an initial evaluation of the comprehensive reform of the Spanish labour market undertaken in 2012. The report was commissioned to the OECD by the Spanish government and it complements the evaluation of the 2012 labour market reform undertaken by the Labour Ministry (Ministerio de Empleo y Seguridad Social (MEySS)) and presented in September 2013.
Spain has taken courageous steps to strengthen its labour market. Recent reforms have helped create jobs and should further boost competitiveness and employment in the years to come. But additional efforts are needed to boost competition in product markets and to improve assistance to job seekers, particularly young people, according to a new OECD report.
Two rounds of the Survey of Adult Skills are under way: Round 1 (2008-13) with 24 participating countries, whose results were released in October 2013, and Round 2 (2012-16) with 9 participating countries, whose results will be released in 2016. A third round is scheduled to begin in May 2014.
This paper provides both descriptive and empirical evidence about the main youth labour market problems in Spain. Using the experiences of other EU economies as a benchmark, we document the performance of Spain as regards a wide set of youth labour market dimensions.

Despite some decline in the number of registered unemployed in June, high levels of unemployment in Spain are set to persist in the short-run, given its weak economic growth prospects.
