    Greening the Blue Economy in Pomorskie, Poland

    As coastal area on the Baltic Sea in north-central Poland, Pomorskie faces unique challenges and opportunities associated with the transition to a green economy, a diversified economy, growing population and significant natural resources. This report focuses on the sustainable development of the oceans and coastlines surrounding the region, known as the blue economy.
     
    Based on an OECD survey designed to capture the needs and perceptions of local employers (mostly of small- and medium-sized enterprises [SME]), this report analyses the specific skills needed to support green growth in Pomorskie, and how related labour market and training programmes can be made more effective in supporting the transition to a low-carbon economy.

    Supporting Entrepreneurship and Innovation in Higher Education in Poland

    This report presents evidence-based analysis on Poland’s higher education transformation process towards an innovative, interconnected and multidisciplinary entrepreneurial system, designed to empower its students and staff to demonstrate enterprise, innovation and creativity in teaching, research and societal engagement. Using the OECD-European Commission HEInnovate guidance for the entrepreneurial and innovative higher education institution, the report assesses strategies and practices for entrepreneurship and innovation in Poland’s higher education institutions and the systemic support provided by government.Higher education institutions play a critical role in Poland’s economy and innovation system, which is based on a strong and growing engagement agenda with industry and local communities, the emergence of new learning environments and strong multidisciplinary research teams. This report offers practical recommendations on how Poland can enhance and sustain the outcomes.

    Employment and Skills Strategies in Poland

    With the rising economic importance of human resources and skills, employment and training agencies are often expected to play a more important role in local strategies to support new job creation, facilitate restructuring and increase productivity. The OECD Local Economic and Employment Development (LEED) Programme has developed a series of reviews on Local Job Creation to examine the contribution of local labour market policy to boosting quality employment and enhancing productivity. For Poland, the review has looked at the range of institutions and bodies involved in employment and skills policies, focusing on local strategies in the city of Poznań and the Radomski sub-region.

    People today are living longer than ever before, while birth rates are dropping in the majority of OECD countries. Such demographics raise the question: are current public social expenditures adequate and sustainable? Older workers play a crucial role in the labour market. Now that legal retirement ages are rising, fewer older workers are retiring early, but at the same time those older workers who have lost their job after the age of 50 have tended to remain in long term unemployment. What can countries do to help? How can they give older people better work incentives and opportunities? These reports offer analysis and assessment on what the best policies are for fostering employability, job mobility and labour demand at an older age.

    Promoting longer working lives is vital to improving Poland’s future prosperity

    Encouraging more people to work later in life would help Poland meet the challenges of a rapidly ageing population. The percentage of old to younger groups (defined as share of over 65s to people aged 20-64) is projected to nearly triple from 22% in 2012 to 63% in 2050, according to a new OECD report.
