High-growth firms, i.e. enterprises that grow rapidly over a short period of time, have drawn the attention of policy makers because of the large number of jobs they create. While it is uncontested that high-growth firms account for most job creation, there are fewer certainties about the features and characteristics of these enterprises or on how best they can be promoted by policy.
This report outlines the findings of the Poland case study for the combined study regions of Lódzkie, Malopolska and Pomorskie for the 2011/2012 LEED international project on local scenarios of demographic change.

The main purpose of the conference was to summarise the local scenarios of demographic change project results, present the most important conclusions and recommendations coming out from its realiaation and discuss strategic approaches to counteract negative results of demographic changes in Poland and in other OECD countries.
These country notes profile public sector human resource practices and policies, covering issues including legal frameworks; age and gender composition of workers; public sector restructuring; management practices; industrial relations and reforms.
The seminar was targeted at national, regional and local practitioners who dealt with anticipating and managing demographic changes in Russia and Eastern European countries and wanted to interchange experiences and approaches with other experts from OECD countries.
This seminar was part of a three-year programme of cooperation between the European Commission and the OECD LEED Programme to monitor and report on entrepreneurial activity in Europe and related public policies and actions.
The OECD has launched its Skills Strategy to help governments build economic resilience, boost employment and reinforce social cohesion. Despite the pressure on public finances, spending on education and skills is an investment for the future and must be a priority.
