France devotes a great deal of resources to vocational training for youths and especially adults, but the system is unduly complex and yields rather poor returns. The basic literacy and numeracy skills of many French adults remain weak in international comparison, with harmful effects on employment opportunities, wages and well-being.
People today are living longer than ever before, while birth rates are dropping in the majority of OECD countries. In such demographics, public social expenditures require to be adequate and sustainable in the long term. Older workers play a crucial role in the labour market. Now that legal retirement ages are rising, older workers will work longer and employers will have to retain them. But those older workers who have lost their job have experienced long term-unemployment and low probabilities to return to work. What can countries do to help? How can they give older people better work incentives and opportunities? How can they promote age diversity in firms? This report offers analysis and assessment on what the best policies are for fostering employability, job mobility and labour demand at an older age in France.
Promoting quality employment for older workers is crucial to boosting growth and ensuring a financially sustainable pension system, according to a new OECD report on ageing and employment policies in France.
Two rounds of the Survey of Adult Skills are under way: Round 1 (2008-13) with 24 participating countries, whose results were released in October 2013, and Round 2 (2012-16) with 9 participating countries, whose results will be released in 2016. A third round is scheduled to begin in May 2014.
The economic situation of young people is unsatisfactory. Educational inequalities have been widening for over a decade, due to a sharp decline in the results of the most highly disadvantaged students. The unemployment rate for the 20-24 age bracket has not dropped below 16% for nearly 30 years.
Taxes and cash transfers reduce income inequality more in France than elsewhere in the OECD, because of the large size of the flows involved. But the system is complex overall. Its effectiveness could be enhanced in many ways, for example so as to achieve the same amount of redistribution at lower cost.
OECD’s PISA publications highlight the impact of economic, social and cultural status (ESCS) on students’ results within countries. The focus here is to investigate whether ESCS measures could contribute to differences in aggregate educational outcomes between countries.
This paper analyses the age structure of employment rates across OECD countries with a focus on France. The statistical contribution of each age group to total unemployment-rate differentials is also computed.

La faiblesse de la reprise économique n’a pas permis d’endiguer la hausse du chômage en France. Les Perspectives de l’emploi 2012 de l’OCDE indiquent que le taux de chômage est passé de 7.5 % à son point bas en février 2008 à 10.1 % en mai 2012.
