Mr. Alvarez holds an undergraduate degree in economics from Trent University in Canada with interim courses taken at ITAM in Mexico City. He has a MSc in Economics and Health Economics from McMaster University in Canada.
He started his professional experience at Mexico´s Central Bank (Banco de México) as financial researcher, where he was later promoted to Chief of the International Agreements Office. He has worked at the Ministry of Finance (SHCP) as Technical Director for Health and as an adviser to the Undersecretary for Budgeting Programming.
From 1996 to 1999, Mr. Alvarez held different positions at the Ministry of Health: General Director of Health Economics Studies, Assistant General Director of Health Coverage Planning, and Chief Advisor to the Minister.
From 2000 to mid 2009, he worked at the National Insurance and Securities Commission (CNSF) as General Director of Health Insurance Supervision and as General Director of Financial Supervision.
In June 2009 he returned to the Ministry of Health, and is currently head of the Economic Analysis Unit.
